The government hands over control of excise goods to the Arabs of Dubai and DHL, while the Ministry of Finance relinquishes any oversight. A clear scheme for smuggling and money laundering with the signature of the Prime Minister...
The first concrete evidence of the scheme denounced by "Pamphlet" regarding the manipulation of the fiscal stamp system by the Rama government, in collaboration with Arab partners in Dubai, has been provided. The concession company "ALBTrace Co", based in Abu Dhabi and in partnership with the State Printing House of Securities, has started distributing fiscal stamps for excise goods to customs warehouses outside Albania, using for this purpose the company "DHL Albania Sh.pk".
This is the second state contract entrusted to DHL in a few months. After the scandal with the distribution and return of Diaspora vote envelopes, where the company was found to have violated the contract and contributed to a contested manipulation process, DHL has once again entered a critical process for the fiscal integrity of the state. Its cooperation with the CEC and its leader Ilirjan Celibashi in the May 11, 2025 elections still remains uninvestigated by SPAK, although strong suspicions have been raised that the envelopes were manipulated in several states to favor SP candidates and Edi Rama's closed list.
Now, the same company, without real competition and without transparency, has been contracted by “ALBTrace Co” for the international transport of fiscal stamps sent to foreign companies operating with excise goods. The news was made public in the Procurement Bulletin dated July 21, 2025, which states that the contract was signed on July 10, 2025.
Even more alarming is the fact that control over the production, series and distribution of these stamps is held solely by the Arab partner of the Albanian government. The Ministry of Finance, with an internal order signed by Minister Petrit Malaj, has relinquished any control over this process. This action practically gives the Arabs of Dubai the right to produce, package and distribute fiscal stamps without any state supervision.
To create the illusion of financial correctness, the transport tender was awarded with a bid much lower than the limit fund, while in the technical evaluation it was presented as a company with correct and safe service - a claim that contradicts DHL's previous precedents in Albania.
Overall, this is just the first step in implementing a larger scheme that links the concession of fiscal stamps with the smuggling of excise goods and money laundering through simulated exports and imports. And everything is being done with the blessing of the government, under the orders of Prime Minister Rama and the technical implementation of a minister like Petrit Malaj, who comes directly from the closed list of the government./ Pamphlet
