The Assembly convened this Thursday for the next plenary session, where at the start of the proceedings, the Speaker of the Assembly, Niko Peleshi, announced that the request for an urgent interpellation with Prime Minister Edi Rama, submitted by the deputies of the Democratic Party regarding the "Smart City" project, was not accepted.
Peleshi explained parliamentary procedure, emphasizing that when a deputy disagrees with the speaker's decision, the matter is passed to the Assembly for an open vote, without debate.
Then, Democratic MP Klevis Balliu reacted, criticizing Prime Minister Rama's absence from the Parliament hall, calling it "politically unjustifiable."
The DP MP raised strong concerns about the "Smart City" project, claiming that it is not simply related to the installation of security cameras, but to the creation of a broad monitoring system.
He added that, according to reports, the initial target of this system is schools, raising concerns that intelligent monitoring could also affect minors.
"It is the second interpellation that Edi Rama continues to be absent from this hall. I believe you should remind him that interpellations are not a matter of pleasure, he has an obligation to appear."
The issue we have raised is about Smart City, we are not discussing the installation of a few cameras. The Prime Minister's absence from the hall is politically unjustifiable. The Prime Minister has the obligation to come before the Assembly and give an account.
According to the documentation, the Smart City project foresees the installation of over 2,000 cameras, around 3,800 body cameras for the State Police. We are dealing with the creation of a surveillance ecosystem. It is not security technology, but architecture.
