Rama declares "power forever" and calls the rotation in democracy a

Prime Minister Edi Rama declared his ambition to hold power forever while describing as a "fairy tale" suggestions that in a democratic country, power usually changes.

Prime Minister Edi Rama announced the new government cabinet on Thursday, promised reforms, complained about injustices being done to some socialists, including Tirana Mayor Erion Veliaj, while announcing that Veliaj will be formally dismissed at the initiative of the Socialist Party advisors in the Municipal Council and appointed, without her prior knowledge, Ogerta Manastirli as "mayor of Tirana".

Rama also declared his ambition to govern Albania forever, while dismissing as "fairy tales" suggestions that in democratic countries, governance usually changes.

Rama used military-style allegories, such as "trenches" to describe the political life of a socialist, as well as "heavy artillery" as an allegory for the attacks he has decided not to undertake against the justice system.

Rama promised electoral reform, suggesting that the country's problems with elections are related to the lack of partisanship in the election administration and delays in announcing results, while ignoring key problems noted by international observers, such as his government's abuse of state resources, pressure against voters, or control of the media.

Rama used a wide range of epithets and allegories to attack the justice system, repeating his earlier arguments that prosecutors “put pressure” on witnesses while promising that his approach to this alleged injustice being done to the Socialists would be “strategic patience.” He described the Socialists who have faced justice so far as “the experimental guinea pig of the process of judicial independence.”

Rama promised to reorganize the assembly, propose reducing the number of deputies to 101 from 140, which requires constitutional reform, as well as "deepening the administrative and territorial reform" of 2015.

Niko Peleshi was declared speaker of the Albanian Parliament while Taulant Balla was appointed chairman of the Socialist Party group.

The Prime Minister complained about the plenary session hall and the taste of the furnishings of the Presidency of the Assembly, announcing plans for a new hall.

Rama also made it clear that he had not previously notified Manastirli of his candidacy, another indication that her candidacy was the choice of Edi Rama himself and not of any Socialist Party structure.

"We need a new approach to old problems," he declared as he invited what he described as "democratic groups" to join his government.
