The Democratic Party, through a detailed report, which has been deposited at all diplomatic headquarters in Tirana, accuses Prime Minister Edi Rama and the socialist majority in Parliament of degrading democratic standards.
The Democratic Party Parliamentary Group, in a document signed by Gazment Bardhi, denounces what it describes as the impossibility of the role of the opposition and the continuous degradation of democratic standards in the functioning of the Albanian Parliament. The document was also addressed to the Speaker of the Parliament, Niko Peleshi.
According to the report, the parliamentary majority is accused of systematically restricting the rights of the opposition, rejecting the main mechanisms of parliamentary control. The document states that:
Requests to establish investigative committees have been rejected, despite constitutional obligations.
Interpellations with the Prime Minister and ministers have not been conducted within the legal deadlines or have been rejected.
Motions with debate on issues of public interest were not allowed to take place.
The opposition's legal proposals have been rejected comprehensively and without justification.
The opposition claims that these actions constitute a strategy to weaken its role in Parliament.
According to the document, the opposition was denied the establishment of 5 investigative committees, 7 interpellations with the Prime Minister and 2 with the Deputy Prime Minister, 6 motions with debate, and 71 legal initiatives.
The report also highlights that in some cases draft laws were voted on without parliamentary debate, limiting transparency and public discussion.
The report also raises concerns about the exclusion of the opposition from the appointment process in independent institutions, the politicization of these institutions, as evidenced in the European Commission's 2025 report, the lack of information to the Assembly on the European integration process, and the non-implementation of Constitutional Court decisions in some cases.
The document also cites findings by the European Commission, according to which the functioning of the Parliament in Albania is “partially effective” and is affected by political polarization and a lack of dialogue. The EU Delegation also emphasized the importance of the role of the opposition in the democratic life of the country.
The DP Parliamentary Group states that it remains committed to the institutional framework, but warns that it will not accept, according to them, “the annihilation of parliamentarism.” At the end of the report, the question is raised about the real possibility of exercising the role of the opposition in the current conditions.
"The political stance of the majority to block any constitutional right of the opposition, reject any legal initiative, exclude it from the process of appointments to independent institutions, or exclude it from the integration process, makes the role of opposition MPs in Parliament not only negligible, but above all a facade of a false normality, which undermines the very principles and minimum standards of democratic parliamentarism. This situation seriously questions the very purpose of the opposition's continued presence in Parliament. If the opposition cannot discuss issues of public interest, cannot exercise oversight over governance, cannot propose laws or amendments for the benefit of citizens, and if its constitutional rights are ignored, then its role becomes merely formal, failing to fulfill its democratic responsibilities ," the DP Parliamentary Group Report states, among other things.
The report also asks the question, "taking into account all the above obstacles, how can the opposition play its important role in parliament and in the democratic life of the country?"
Furthermore, it is emphasized that "although we remain committed to operating within the democratic institutional framework, we will never accept the annihilation of parliamentarism or the denial of our constitutional rights."
"A country that aims to join the European Union, but that violates the basic rules of democratic coexistence within the Parliament, where the majority and the opposition have their respective roles and responsibilities, cannot be anything other than a propaganda of a false normality. We want Albania to move towards the European Union not through empty propaganda, but through genuine standards and institutions that function democratically, starting from the institution that constitutes the essence of our Republic - the Assembly of Albania ," the document states.
