Prime Minister Edi Rama has reacted to the Bertelsmann Stiftung's 2026 Transformation Index, according to which democracy is losing ground globally.
The report states that countries are classified as "democracies with flaws" or "democracies with very flaws."
Albania ranks first in the region for political transformation, with a score of 7.70 and is classified as a “flawed democracy.” It scores 7.11 for economic transformation and 6.71 for governance. However, the report notes that “since the beginning of 2025, worrying signs have emerged about the future of reforms.” “These include inconsistent judicial decisions in high-profile investigations, stagnation in important cases, lack of accountability for members of the justice system who have been found to have unjustified assets, and leaks of sensitive investigative data to certain political and media organizations,” the report states.
In his post, Rama published the ranking, where Albania ranks first among the countries of the Region, while Serbia ranks last, in terms of political transformation.

Since 2006, the Bertelsmann Stiftung Transformation Index (BTI) has been analyzing and evaluating the quality of democracy, economic performance, and governance around the world every two years. The current sample includes 137 countries. Twenty-three OECD countries, including Germany and the United States, are currently not included in the ranking. The ranking is based on more than 5,000 pages of detailed country reports, prepared in collaboration with around 300 experts from leading universities and think tanks in over 120 countries.
The review period for this edition covers February 1, 2023 to January 31, 2025. The BTI is the only international comparative index that measures governance performance using its own primary data and that provides a comprehensive analysis of political leadership capacity in transformation processes.
