
A recount in Tirana could expose the 'secret sauce' and expose vote-smuggling among open-list candidates. Many of the socialist open-list candidates stepped forward to push for a review of preferential votes after a threat from Prime Minister Edi Rama.
Two members of the KAS decided to open the Tirana ballot boxes and recount the votes for both the subjects and the candidates of the open list. But what is expected from the recount of votes in the largest district that produced 37 mandates, where the Socialists took 19 of them, the Democrats 13, Mundësia 2, while the PSD, 'Nisma Shqipëria Bëhet' and the Together Movement each secured 1 seat in the new Parliament that begins work in September.
Berisha's Democrats hope to win the 14th mandate from the recount, taking it away from Agron Shehaj's 'Mundësia' Party. Although the latter has expressed confidence that the two mandates secured in Tirana will not be revoked, the DP, on the other hand, is seeking the 14th mandate that goes to Ilir Alimehmet, whom they lost by about 1,300 votes in the recount. In this case, Erald Kapri from 'Mundësia' loses the mandate.
The DP specifically requested the re-evaluation of 16,788 invalid votes, thus hoping for an additional mandate.

But Blerina Gjylameti will also hope to return to the Assembly by knocking out Olta Xhaçka, who was declared the winner by counting with about 140 votes more than her socialist colleague.
But the recount of votes could create problems for the commissioners, who, if vote trafficking or other bargaining is proven during the process, could face justice. In such a situation, they could become subjects of SPAK, as their actions could be classified not as 'human errors' due to fatigue, but as an electoral crime.
