Secret document: Why is the Albanian mafia similar to the Russian one?

A detailed report by specialized Italian agencies on Albanian organized crime, now distributed to all security structures of EU countries and to Europol, accurately describes the anatomy of an organization that is considered among the most powerful and dangerous in Europe. Not only for the monetary volumes it manages, but above all for its capacity to control territory and to use power as a means of expansion and protection.

The Italian anti-mafia concludes that Albanian crime is not a fragmented network of autonomous groups, but a centralized organization that functions like a modern multinational corporation. It operates through a "franchise" system, where each local drug trafficking group operates only with special permits, under periodic inspections and after hefty prepayments to control centers.

This structure, with deep roots and support provided by high political and state levels, has evolved in a similar way to the model of Russian and Balkan mafias, especially in terms of the method of conspiracy and vertical division of roles among actors.

The operating model is similar to the Soviet KGB operational structure, where each operative has only one contact and no information about the structure above. Italian anti-mafia data highlight that through this model, the Albanian mafia has become a sophisticated drug distribution mechanism, mainly cocaine and synthetic substances, taking control of the supply chain at the source: Latin America.

It must be said that this control was not gained by chance. Italian investigators emphasize that Albanian groups, once "franchises" of the Calabrian `Ndrangheta, would never have had the capacity to buy cocaine in Colombia, Brazil or Ecuador, without much greater support.

Their analysis states that there is a strong suspicion that the true source of power of the Albanian mafia lies not in local groups, but in a command center in Tirana, in the very dome of political power.

Since the 1990s, every international report emphasizes that whoever has held political power in Albania has also controlled the avenues of crime and money laundering.

The centralized model of cannabis production in 2013–2016 and then the transition to the cocaine market clearly shows the involvement and coexistence of the state dome with the mafia. Fear, clientelism, media control and the total lack of investigative journalism have cemented this grim reality. Albania has not produced a single film, book or genuine cultural work against the mafia. The only denunciation of organized crime has been made by politics, but always as an instrument to use it, not to fight it. Edi Rama once did this in opposition, as does Sali Berisha today. Neither of them has gone all the way. Because, as the Italian Antimafia report concludes: the Albanian mafia cannot be hit from within, since it is at the top of power and is part of the mechanism that gives victory to parties in elections, especially when the mafia is given space to be more organized and motivated./ Pamphlet
