Another US message to the government: Without fair competition and the fight

US Embassy speaks clearly: Albania is keeping investors away due to corruption and lack of competition

At the 25th anniversary of the American Chamber of Commerce in Albania, amidst diplomatic speeches and official celebrations, a critical message for the Albanian government was clearly articulated: corruption continues to be the main obstacle to the business climate and American investments. The Chargé d’Affaires at the US Embassy in Tirana, Nancy VanHorn, did not hide her disappointment at the lack of real progress in the fight against the abuse of power and the lack of transparency in the rules of the game for businesses.

Speaking at an event where AmCham's role as a bridge between American and Albanian business was appreciated, VanHorn clearly mentioned that "Albania still faces major challenges in ensuring fair competition and improving regulatory transparency." In an indirect but understandable way, the US sends a warning to the government: the Albanian market will continue to remain attractive only to clientele and oligarchs if clear, equal and enforceable rules are not implemented for all.

Albania continues to work towards a more improved business environment, but several significant challenges remain. Ensuring fair competition, including the fight against corruption, and increasing regulatory transparency are essential to unleashing Albania’s full economic potential. Creating a “level playing field” can ensure that American businesses operate and succeed here, as well as attract more American investment ,” she said.

At a time when the Albanian economy is trying to show stability, and the government is promoting “reforms” at international conferences, the US is bringing the debate down to earth: real reforms are not measured by laws on paper, but by their implementation against corruption, monopolies and market manipulation by political power. Ironically, while the hall was citing a tax regulation or energy decision as a positive example, the essence of the message was clear: without cleaning up the system and without punishment for abusers, Albania cannot be an open market for serious Western investors.

Mr. President, Grant, Neritan, members of the American Chamber, distinguished guests, members of the diplomatic corps, and friends – good evening. It is an honor to be with you tonight to celebrate the 25th anniversary of the founding of the American Chamber of Commerce in Albania.

And as we celebrate here tonight, I’m reminded of something President Trump said: “I like to think big. If you’re going to think, you better think big.” And I think that sentiment perfectly encapsulates the spirit of ambition and innovation that drives American businesses and their partnerships around the world. Speaking of big ideas, 25 years ago AmCham was founded with a bold vision – as Grant mentioned – to serve as a bridge between the American and Albanian business communities, and to foster an environment that enables companies to compete fairly and thrive.

Today, the American Chamber represents more than 250 companies – I think I heard 276, incredible – and has become one of the most respected voices in the Albanian business landscape, supporting transparency, accountability, and fair business practices. Because that’s something else President Trump has been very clear about: He likes fair deals. Albania continues to work toward a better business environment, but significant challenges remain. Ensuring fair competition, including fighting corruption, and increasing regulatory transparency are essential to unleashing Albania’s full economic potential. Creating a “level playing field” can ensure that American businesses operate and succeed here, as well as attract more American investment.

The leadership of the American Chamber remains critical to advancing these reforms and strengthening the voice of the business community. Over the past year, as we heard in the video message, we have seen some real achievements that demonstrate the impact of the American Chamber’s support. For example, the tax system has become fairer and more balanced thanks to changes to the VAT regulations for services. While the adjustment of the Council of Ministers’ Decision on tariffs for energy projects is another major step forward, paving the way for more investment and more innovation in the energy sector in Albania. These are just a few examples of the significant progress that the American Chamber is driving every day. The United States Embassy is proud to partner with you in these efforts.
