At the next meeting, the government approved the decision to create a non-profit organization that will train the staff of local government units.
The purpose of this organization is to increase professional performance in fulfilling their functions and competencies, in accordance with applicable legislation, as well as to face the challenges related to the integration process into the European Union.
The decision provides that the minister responsible for local affairs be authorized to negotiate and sign an agreement with local government units, for the creation of a legal entity as a subject of shared competences with local self-government, with the aim of strengthening local government capacities in the country.

Decide:
Authorization of the minister responsible for local affairs to negotiate and sign an agreement with local self-government units, according to point 5, article 14, of law no. 139/2015, "On local self-government", as amended, for the creation of a subject of joint competences, in the form of a non-profit organization, for the development and sustainable professional qualification of elected officials, civil servants and other employees in local self-government units, with the aim of increasing professional performance to serve communities and to assist them in fulfilling their functions and competencies, according to the legislation in force, as well as to meet the challenges related to the process of integration into the European Union.
The financial assistance consists of covering the initial cost of establishing the entity of shared competences and no less than 50% of the operational costs of its operation for the first three years of operation to meet the objectives.
The minister responsible for local affairs participates in the steering committee of the subject of shared competences.
Financial assistance, according to point 2 of this decision, should be provided in the budget of the Agency for Support of Local Self-Government.
The Minister responsible for local affairs ensures that, for the programs offered, prior consent is obtained from the Albanian School of Public Administration for the approval of the annual training program, without hindering its development and implementation, except in the case when it is confirmed that the planning for the relevant academic year has been completed by the Albanian School of Public Administration for the relevant modules.
The Minister responsible for local affairs, the Ministry of Finance and the Agency for Support of Local Self-Government are charged with the implementation of this decision.
This decision enters into force upon publication in the "Official Gazette".
