How Edi Rama is destroying the values of higher education with "political kiosk" universities
While new institutions without tradition receive investment and political attention, historic universities like “Luigj Gurakuqi” in Shkodra are left with old infrastructure and no financial support. The phenomenon is deepening the abandonment of the university system by graduates, who are increasingly choosing to study abroad.
Edi Rama recently had a promotional post regarding the new facilities of the University of Durrës, namely the Faculty of Professional Studies. The Prime Minister praised the many investments in the new auditoriums and facilities, from laboratories, grounds and teaching staff.
The University of Durres is a new higher education institute in this field in the country. It was born after 2005, in the midst of the "kiosk universities" of the mandate of Genc Pollo - Minister of Education, following the axiom: "The whole nation is a student".
During this period, not only public high schools were added, but also their branches in every municipality in the country, and on the other hand, hundreds of facilities called universities were licensed that distributed endless degrees, not only in "law", degrees that turned into jokes, but also in delicate and important sciences for human life, such as medicine.
Pharmacists, dentists, and diagnostic imaging technicians produced not only well-known and traditional institutes in the country, but also open-ended nephews from many sausage manufacturers, builders, and even media owners.
This situation led to a graduation inflation, which completely ruined Albanian higher education, to the point that in recent years we have seen a massive dropout of Albanian universities by high school graduates, who want to go to good schools not only in the West, but also in other countries in Europe and the region.
Edi Rama, upon coming to power, approved a higher education law, removing many 'university kiosk' licenses, but also favored a clientelist policy towards several higher education institutes, both public and private.
The policy of Edi Rama's governments did not have a strategic plan, which either the communist state had in its logic, or the governments of Sali Berisha, according to their ideas.
Albania, which has a young history of establishing higher education; the University of Tirana was founded in 1953, has created its own tradition, which has been passed down through generations and has created a significant layer of diplomats, scientists and intellectuals.
Universiteti i Tiranës, ka bërthamë të tij Filologjikun, ku spikat Katedra e Gjuhës Shqipe, gjuhëve të huaja, historia, arkeologjia, gjeografia etj. Ka një bërthamë të rëndësishme si shkencat e natyrës, që kanë nxjerrë mjaft breza, me një traditë akademike, natyrisht inxhinieritë që nga ndërtimi te minierat, mekanike, elektrike etj.
Pas Tiranës, tre ish-institutet që nxirrnin mësues: Shkodra, Gjirokastra dhe Elbasani krijuan gjithashtu një traditë të mirë, së paku për të furnizuar vendin me arsimtarë.
Kjo traditë i ka dhënë këtyre universiteteve një bazë shkencore dhe dokumentare, për të ecur në epokën moderne me një mundësi rritjeje.
Shqipëria nuk është një vend i madh, që ka kërkesë masive për studentë, plus që gropa demografike; si ulja e numrit të lindjve apo edhe emgrimi i jashtëzakonshëm, e ka kufizuar mundësinë e një tregu të madh studentor.
Sot, universitetet tona janë në një krizë strukturale, pasi kanë regjistrime e kërkesë të vogël. Ndërkohë struktura dhe numri i ekipeve dhe stafeve të këtyre shkollave të larta ose ka mbetur i njëjti, ose është shtuar.
Duke i kthyer universitetet në çerdhe klientelizmi dhe qokash politike, nepotike, krahinore, apo edhe interesash. Kemi deputetë, drejtues partiakë e vendor që emërohen në shkollat e larta publike, thjesht për t’i dhënë një punë, ndërkohë që nuk ka as nevojë e as përgatitje për këtë rritje kuadri.
Po të shohësh stafet e këtyre universiteteve, ata janë të fryra tej mase, ku mungon qoftë logjika e tregut apo edhe meritokracia akademike.
Universiteti i Durrësit, përkatësisht ai që po i bën reklamë Edi Rama, konkretisht Fakulteti i Studimeve Profisionale është një karakatinë në plot kuptimin e fjalës.
I nisur si një shkollë profesionale, ai është kthyer në një kjoskë diplomash. Ku studentët shkojnë vetëm për të marrë kartonin që i duhet për të hapur një ofiçinë riparimi makinash, apo elektricist a zanat tjetër.
Laboratorët, aq reklamuara nga Edi Rama në faqen e tij, janë salla formale, ku veglat e reklamuara nuk i përdor kush.
Në stafin e pedagogëve janë vënë patronazhistë që me letra janë doktorë e profesorë, por që nuk dinë as të ndërrojnë vajin e filtrat e një automjeti.
Ndërkohë që bëjnë reklamë hapur të kompanive të tyre private, duke ndikuar në ndryshimin e kurrikulave akademike.
Me një fjalë një kaos total. Profesorët e Universitetit që ka marrë ambjente të reja edhe në Porto Romano, me investime të jashtëzakonshme që janë përmbytur sa herë bie shi në zonën e Spitallës, janë persona të lidhur me partitë, drejtuesit, klanet e parisë dhe nëntokës së zonës.
Ndërkaq, Universitete me traditë të jashtëzakonshme, si “Luigj Gurakuqi” i Shkodrës, (feston 70 vjetorin) që prej më shumë se 1 viti ka hyrë në një fazë të vështirë transformimi dhe reformash, nuk ka marë asnjë investim kapital nga qeveria.

This university still owns the facilities of the pre-1990 higher institute with two buildings for social and natural sciences, as well as the headquarters of the rectorate, or the former District Party Committee.
Even today, "Luigj Gurakuqi" does not have a campus, even though the demand to study is great, not only within the country, not only from the areas of Shkodra and the surrounding area, but from all over Albania, and especially from the Albanian regions of Montenegro such as: Ulcinj, Malësi, Plav, Guci, but also Kosovo and North Macedonia.
The government, the Ministry of Education in particular, has a database of university performance, problems, legality, and even management, which is compiled by people who know the field. But these reports are always manipulated or changed according to the interests of VIPs from above.
Demands that want to maintain the parasitic status quo and destroy higher education in the country. The excellence that Edi Rama advertises in his propaganda is a facade without content, since only the official documents of the Ministry of Education are being opened, revealing another reality, which is confirmed by all international reports, but also the abandonment of our high school graduates for our higher education institutions. Bëhet gallatë: arsimi, shëndetësia , administrata, industria, ushqimi i popullit, bujqësia, sistemi partiak dhe zgjedhor, vidhet , grabitet pasuria publike dhe private dhe në fund "Paria e Tiranës" shpall triumfin. "E kryem". Shqiptarët u larguan. Kush qëndroi dhe rezistoi dhe nuk na pasoi, i lënduam dhe do ti lëndojmë, e kemi tashmë të gjithë pushtetin, por edhe përkrahjen e botës së nëndheshme. "Qëntë do lehin, karvani ecën përpara". Shteti i organizuar dhe funksional si llozhë masonike alla shvejkiane.
