Democratic Party MP Jorida Tabaku has accused the government of creating an unclear and dangerous structure through the Investment Corporation of Albania (IKS) that administers public assets with a lack of transparency and control.
In a Facebook post, the Democratic MP emphasized that even the IMF has expressed reservations about this model, warning that the CIS does not provide the necessary mechanisms of transparency and accountability.
According to Tabaku, the latest audit by the Albanian Supreme Audit Institution (ALSI) has revealed serious problems in the functioning of the CIS, including: lack of an internal audit unit, operation with two versions of balance sheets, tendering of public assets in violation of the principles of the SAA, lack of control departments and basic structures of good governance.

Seven years ago, the Socialists voted in parliament a special law that paved the way for the creation of the Investment Corporation (KIS). Giving birth to a Golem that would have almost occult control over public properties and that would manage billions of euros of national wealth without tenders and procedures within the laws.
The danger of this creature was very visible and tangible to everyone. Not only for us who strongly opposed it, but also for the IMF, which openly criticized a project that offered neither transparency nor accountability but controlled the wealth of all Albanians.
Years pass, the CIS projects are sold to Albanians as futuristic presentations while this institution itself has no connection to the economic development of the country. On the contrary, the more time passes and its function is audited, the clearer the reality becomes of a structure without control, audit and transparency. A large building where it operates in total secrecy and silence.
In an audit conducted a short time ago by the Supreme Audit Institution, some truths were revealed that have been talked about and lost in the vast ocean of abuses of this majority and government for years. The Investment Corporation, as a company that hides its balance sheets, operates with two versions of balance sheets (and then complains about the informality). And this is not at all accidental. Since its creation, the SIC has had no internal audit unit. No internal control mechanism. No structure to guarantee the protection of public property. The Supreme Audit Institution itself underlines that the lack of audit “significantly increases operational and financial risk” and makes it impossible to have minimal control of the activity. This is unimaginable for an entity that administers hundreds of millions of euros of public property.
Likewise, the tenders that SIC makes for public assets, contradict the principles of the SAA, opening the doors to abuse and at the same time proving that SIC is the dark masquerade that the government uses to escape integration obligations. Proving the hypocritical behavior of the socialist government where in the morning they sing about the integration process while in the evening they distribute tenders through SIC in contradiction to the SAA.
The organizational structure of the SIC is another documented scandal. The SAI finds that the organizational chart approved in 2019 does not contain key functions, has no control department, no internal audit, and does not provide even the minimum basis for good governance.
But despite all these shortcomings, in reality the CIS often operates like a financial bank (although this is not allowed) by lending to public institutions and creating a high financial risk for itself and for the public properties it administers. Meanwhile, the public money it collects is spent on expensive and abusive rents without any price analysis and in violation of the Council of Ministers that were supposed to protect the state budget.
Clearly, KIS is a building where projects change according to interests without worrying about the implications for the budget or the state treasury. As we speak, projects from KIS without analysis, planning without arguments and massive discrepancies with the realizations have been discovered. Because according to her, projects like the Cadastre Building, the Government Complex are the product of shallow analyses, projects on public land without well-prepared accounts and with expedited procedures in violation of the law.
The doors opened by the creation of the CIS in 2018 were the path through which the government prepared a secret tunnel to handle national wealth and billions of euros of projects in total darkness. And it is not for nothing that the IMF also clearly declared its skepticism about the CIS.
Our primary task is to bring the Investment Corporation out of the shadows and audit it. It would be appropriate for the Albanian Parliament to propose legal mechanisms to audit it and to provide the parliament with a means of control over it. Albania cannot allow a state corporation to operate in the dark, without rules and without accountability, while citizens' property is turned into a market commodity for a narrow decision-making circle.
Public property is the wealth of Albanians. And it cannot be touched silently, in secret, and with structures that the Supreme Audit Office itself has deemed unprotected and dangerous.
