Erion Veliaj is the mayor of Tirana by decision of the Constitutional Court. Veliaj appealed the decision to dismiss him as mayor to the Constitutional Court, a process that was initiated by Prime Minister Edi Rama at the meeting of the Socialist Party's National Assembly and concluded with a decision at the Government meeting.
The Constitutional Court ruled with 5 votes in favor of Veliaj's appeal, thus overturning the entire procedure followed as unconstitutional.
Invited to Report TV, Alfred Muharremi, the socialist member of the Municipal Council, said that the decision to dismiss Veliaj was political.
"The court's decisions are uncontestable. Despite the fact that it contradicts the decision of the Municipal Council, I must say that it was a political decision, it had nothing to do with Veilaj's battle with justice."
Veliaj was unjustly imprisoned without a final decision, and is still being investigated. The handcuffing of a mayor, I think, was an extreme decision that SPAK and GJKKO themselves took against an elected official.
"I would also act like Veliaj, because he was elected to be in office," said Muharremi.
He says that the vote to dismiss Veliaj was a difficult decision for all members of the City Council, but it was inevitable, he says, after a series of failures in the capital.
"For the 34 members of the Municipal Council, it was the most difficult decision in the political entity. We did not abandon Veliaj. Political decisions are collegial decisions. The mayor's rhythm could not be followed by the deputy mayor. We see for ourselves that there are failures in some sectors that are not being preferred in the best possible way. This pushed us and when we saw the budget reports, we were forced to raise concerns because there was a deadlock. Having such a deadlock, it was decided, and we had to find a political solution. Tirana needed a mayor in office to serve the citizens. We would not ask for him if he were not in prison, or under investigation," he said.
Among other things, Muharremi denies that the decision was imposed, as Veliaj's administration was given enough time to manage the work.
"We expect Veliaj to be returned to office. The citizens who voted for him to be in office must be respected. If it were a personal decision for me, I would never have voted."
The imposition would be fair if the situation were not properly analyzed.
It would be an imposition if such a decision were made after 3 months.
"We gave Veliaj's administration time, and we saw that there was a compromise in functioning," said Muharremi.
