KLSH has discovered a large number of violations and abuses in the Municipality of Tropoja....
The municipality of Tropoja seems to have turned into a meeting place for friends, party people and relatives of the mayor. Rexë Byberi received another mandate at the head of this municipality, but there are thefts, abuses and violations.
The State High Control has conducted an audit in this municipality for the implementation of the 2022 budget and a multitude of irregularities have been found. KLSH has discovered that in the municipality, they are employed on a pay-as-you-go basis, where some receive high wages.
" From the audit of salary expenses for 2022, it is found that: The structure and bodies of the municipality of Tropoja and subordinate units, in some cases present insults (a total of 361 employees) in relation to the performance of duties according to the positions, referring to the real number of residents this municipality and financial opportunities. Also, the work done, with documents and work programs, is not justified. This situation has led to an increase in financial difficulties, affecting the increase in the debt of this municipality ", states the KLSH.
There is also fuel theft. The municipality has spent 140 million old lek just for the supply of its cars.
" From the audit of the implementation of the budget for 2022, violations and irregularities are found by the Tropoja Municipality, related to fuel expenses, where significant expenses of 14,000,000 ALL are found for 30 light and heavy vehicles (trucks, self-unloading cleaning machines , truck, etc.), where about 30% of them are depreciated, as they are over 30 years old. Also, the monthly fuel consumption rates are high, for some vehicles, specifically: Benz truck with license plate AA 469 BB 33 liters/100, year of production 1983, 2 Fadroma 31 and 32 liters/100 km, Water tank 28 liters/ 100 km, for road cleaning, Garbage truck 44 liters/100 km, Bore cleaning 24 liters/100 km, Police van 11 liters/100 km, Administration car (forestry) 16 liters/100 km", the report states.
But the theft does not stop there. KLSH has discovered many violations with tenders. KLSH has discovered in 4 cases and specifically in the procurement procedures for the facilities "Truck purchase, Tropoje Municipality", "Urban retraining "Partizani" Quarter, Block 1&2, Bajram Curri City", "Oso Dauti School Reconstruction", Llugaj Administrative Unit ", "Reconstruction of the Blini i Grisë-Lekurtaj Road", developed in the period 2021 - 2022, that criteria have been set which are not in proportion and closely related to the ability to implement, the nature and value of the contract, elements which have an effect on the limitation of the participation of economic operators.
Also, the audit showed that in 5 cases in the public procurement procedures, economic operators who did not meet the criteria established in the tender documents were qualified and declared winners, in accordance with the public procurement legislation.
From the audit of the procurement procedures, related to the planning of needs reflected in the procurement planning register, for the period from 01.01.2021 to 31.12.2022, in some cases the Contracting Authority carried out procurement procedures by dividing the fund and avoiding the procedures procurement standards, due to the artificial change of the monetary limit without objective reasons. " The regular non-application of the type of procedure and the deviation from the application of the LPP, has negatively affected the good use of public funds and constitutes an eventual risk for the procurement of the object with a higher value ", says KLSH. / Pamphlet
