The CEC, in the draft for the regulation and organization of the electoral process for the 5 municipalities to be held on November 9, has announced that the election campaign will begin on November 1. According to the announcement, the election campaign for the local partial elections for mayor in the Municipalities of Berat, Tepelena, Cerrik, Mat and Vlora begins on November 1.

In support of Presidential Decree No. 350, dated 1.10.2025, “On setting the date of the elections for Mayor of Berat, Tepelena, Cerrik, Mat and Vlora”, of Article 20, point 1, letter “a”, Article 6, Article 29, point 6, Article 36, point 2, Article 59, Article 64, Article 65, Article 67, point 1, Article 70 and Article 94, point 1 of Law No. 10019, dated 29.12.2008 “Electoral Code of the Republic of Albania”, as amended, upon the proposal of the State Election Commissioner, the Regulatory Commission
DECIDED:
The municipalities of Berat, Tepelena, Cerrik, Mat and Vlorë, as well as their subordinate institutions, are obliged to report to the Central Election Commission all activities of a public nature that they plan to carry out in the period from 25.10.2025 to 9.11.2025.
The same obligation also applies to central public institutions, their subordinate bodies and their local branches, as well as state agencies and/or enterprises, for activities of a public nature that they plan to carry out in the period from 25.10.2025 to 9.11.2025, in the territory of the municipalities of Berat, Tepelena, Cerrik, Mat and Vlorë, or for them.
The Audiovisual Media Authority monitors the OSHMA for the public activities of the public institutions specified in point 1 of this decision, from 25.10.2025, from 08:00-00:00, or as the case may be, until the end of the program.
The election campaign for the local by-elections for Mayor in the Municipalities of Berat, Tepelena, Cerrik, Mat and Vlora begins on 1.11.2025.
The Civil Registry Office in these municipalities, in cooperation with the General Directorate of Civil Registry, compiles the voter lists no later than 6.10.2025. Within 48 (forty-eight) hours from the completion of the update, the acting mayor of the local government unit approves and announces the voter lists, in accordance with Article 48 of the Electoral Code.
The District Prefects shall submit to the Central Election Commission the complete list of facilities within the territory of the District that meet the conditions provided for in the law for the Vote Counting Site, no later than 14.10.2025.
The Mayors of the Municipalities in office shall designate public places, in the territory of the Municipalities of Berat, Tepelena, Cerrik, Mat and Vlora, for the posting of propaganda materials by electoral subjects, no later than 14.10.2025.
Partitë politike të cilat kanë të drejtë të paraqesin anëtarë/sekretar në KZAZ-të e Bashkive Berat, Tepelenë, Cërrik, Mat dhe Vlorë, për zgjedhjet e pjesshme për kryetar bashkie, duhet të sjellin propozimet në Komisionin Qendror të Zgjedhjeve, jo më vonë se data 14.10.2025. Komisioneri Shtetëror i Zgjedhjeve miraton përbërjen e KZAZ-së, jo më vonë se data 15.10.2025.
Partitë politike, të cilat kanë të drejtë të paraqesin anëtarë në KQV, duhet t’i depozitojnë ato në KZAZ-të përkatëse, jo më vonë së data 20.10.2025. KZAZ-ja merr vendim për emërimin e anëtarëve të KQV-ve, jo më vonë se data 25.10.2025.
Partitë politike, të cilat kanë të drejtë të paraqesin anëtarë në GNV, duhet t’i depozitojnë ato në KZAZ, jo më vonë së data 28.10.2025. KZAZ-ja merr vendim për emërimin e anëtarëve të GNV-ve, jo më vonë se data 30.10.2025.
Partitë politike duhet të paraqesin kërkesën në KQZ, për regjistrim si subjekte zgjedhore, për zgjedhjet e pjesshme për Kryetar në Bashkitë Berat, Tepelenë, Cërrik, Mat dhe Vlorë, jo më vonë se data 14.10.2025. KQZ-ja kthen për plotësim dokumentacionin brenda 24 (njëzet e katër) orëve nga dorëzimi. Partitë politike paraqesin dokumentacionin e korrigjuar brenda 24 (njëzet e katër) orëve nga kthimi për plotësim. Komisioneri Shtetëror i Zgjedhjeve miraton kërkesat për regjistrim brenda 24 (njëzet e katër) orëve nga ridërgimi i dokumentacionit.
Komitetet Nismëtare duhet të paraqesin kërkesën për regjistrim në KQZ për bashkitë Vlorë dhe Berat, si dhe në KZAZ-në përkatëse për bashkitë Tepelenë, Cërrik dhe Mat, jo më vonë se data 14.10.2025. KQZ-ja ose sipas rastit KZAZ-ja kthen për plotësim dokumentacionin brenda 24 (njëzet e katër) orëve nga dorëzimi. Komitetet Nismëtare paraqesin dokumentacionin e korrigjuar brenda 24 (njëzet e katër) orëve nga kthimi për plotësim. KQZ-ja ose sipas rastit KZAZ-ja miraton kërkesat për regjistrim brenda 24 (njëzet e katër) orëve nga ridërgimi i dokumentacionit.
Koalicionet zgjedhore duhet të paraqesin në KQZ, kërkesën për regjistrimin si koalicion për zgjedhjet e pjesshme për Kryetar në Bashkitë Berat, Tepelenë, Cërrik, Mat dhe Vlorë, jo më vonë se data 19.10.2025. Komisioneri Shtetëror i Zgjedhjeve miraton kërkesën për regjistrimin si koalicion, brenda 24 (njëzet e katër) orëve.
Dokumentet e kandidimit paraqiten në KQZ për bashkitë Vlorë dhe Berat, si dhe në KZAZ për bashkitë Tepelenë, Cërrik dhe Mat, jo më vonë se data 22.10.2025. KQZ-ja ose sipas rastit KZAZ-ja bën verifikimin e tyre, jo më vonë se 24 (njëzet e katër) orë nga paraqitja, dhe në rast se vëren parregullsi, i kthen për plotësim. Dokumentet e plotësuara duhet të riparaqiten jo më vonë se 24 (njëzet e katër) orë. KQZ-ja ose sipas rastit KZAZ-ja merr vendim jo më vonë se 24 (njëzet e katër) orë nga riparaqitja e tyre.
Paraqitja e kërkesës për akreditimin e vëzhguesve shqiptarë bëhet në Komisionin Qendror të Zgjedhjeve jo më vonë se data 25.10.2025 dhe për vëzhguesit e huaj bëhet jo më vonë se data 6.11.2025.
The submission of accreditation requests by electoral entities participating in the elections shall be made to the CEAZ no later than 6.11.2025. The accreditation of observers shall be made no later than 7.11.2025.
The results of election polls may not be published during the last 3 (three) days before the election date, including the election date, until the closing time of the polls.
The administration of the Central Election Commission and other institutions mentioned in this decision are responsible for its implementation.
This decision enters into force immediately and is published on the official website of the Central Election Commission.
This decision may be appealed to the Judicial Electoral College, at the Tirana Administrative Court of Appeal, within 5 (five) days from its announcement.
