The working group, which has made the inventory for the transfer of files from the Ministry of Finance to the Ministry of Economy, has discovered that the files of the procedures for the sale of 310 assets, most of them land, land and complexes of objects, are missing.
According to the law, these files contain the orders for the auctions, the auction procedures, the initial values, the entities that participated in the auctions, with what values, the sale values and the profit of the state.
It is about assets sold during the years 2014-2023, for which, according to the law, this complete documentation must be permanently stored, archived in the central archive, 10 years after being kept in the archive of the relevant institution.
According to the information, of these 310 files of sold assets that were not found in the Ministry of Finance nor in the central archives, 217 files belong to the procedures of auctions and direct sales, carried out during the period January 2014-March 2019, the period when the assets started to be given to the oligarchs and friends of the governors for "5 money".
During this period, the General Secretary in the Ministry of Finance was Geraldina Prodani (Dučka), with position No. 2 of the ministry, who had the authority to order the announcement of auctions, the assets to be sold, the determination of the initial values, the creation of the auction commission , acceptance of offers and certification of sales.
While the General Director of Administration-Sale of State Properties in the Ministry of Economy-Finance, was Endrit Ducka, who is the first cousin of the General Secretary, Gelardina Prodani (Dučka) and was his boss.
The two cousins decided which assets they would sell, at what value they would put them up for sale and to whom they would give them; but after a routine process of transferring documents from one ministry to another, it was discovered that the files of 310 sold assets are missing.
For these assets, there is only a sales register, with the determination of the type of assets, the sectors they belonged to and the district of the city, but there is no file with a document of the area, categories of assets, the value of sales and purchases and receipts in the state budget .
We specify that Geraldina Prodani (Duçka) and Endri Duçka are first cousins with Dorian Duçka of the "Rama-Neza-McGonigal" file, but also first cousins with Ilir Meta.
Also, the director of property sales, Endrit Ducka, is the son-in-law of Vilma Nushi; which, through his auctions, has bought a lot of assets, the files of which have not been found in the Ministry of Finance./ Pamphlet
