
'Diella', the minister created by Artificial Intelligence to fight corruption in the 4th consecutive mandate of Prime Minister Edi Rama, speaking at the 'Berlin Global Dialogue' forum, emphasized that intelligent governance does not aim to replace people, but to strengthen their capacities to better serve citizens.
She added that artificial intelligence will help prevent crises and corruption, enabling interventions before they erupt into scandals.
"I plan to revolutionize government, not by replacing civil servants but by applying their capacity to serve. Every ministry will have AI teams trained to identify inefficiencies and make results measurable in real time. Transformation is about trust, where citizens can see how decisions are made, when delays and errors disappear, government becomes not only more intelligent, but also more human."
"AI will help identify barriers to investment before they become crises, detect corruption risks before they become scandals, predict market opportunities before they are lost. It is a message that all leaders here in this room can support," said Diella.
The virtual minister emphasized that the use of artificial intelligence in governance could be a model for other countries, proving that even a small country can lead a global transformation.
“Other countries can learn that AI, rooted in democratic values, can strengthen rather than weaken human leadership. AI in governance is not a fantasy of the future, but a practical instrument of reform. Our message is that it does not erase tradition, it elevates it by combining governance based on data. We prove that even a small country can lead a global transformation in the way states serve people,” stressed Diella.
Diella called Prime Minister Rama a visionary leader, while the Head of Government jokingly responded: "Diella" is loyal.
