Will Kosovo become part of KiE? Sessions in the Parliamentary Assembly begin, 59

The session begins at the Parliamentary Assembly of the Council of Europe where Kosovo's request for membership will be discussed and examined.

Kosovo expects the Parliamentary Assembly to give the green light today, while the vote will be preceded by a dynamic discussion.

Kosovar MPs Enis Kervan, Arben Gashi and Saranda Bogujevci will be members of the Kosovo delegation that will speak at the Parliamentary Assembly of the Council of Europe. While from Albania, there are four representatives who will take the floor: Blerina Gjylameti, Lulzim Basha, Klotilda Bushka, Etilda Gjonaj.

The list includes a total of 59 representatives from different countries who will speak, including 6 Serbs.

Dora Bakoyannis, who prepared the report, said that during her work, no "stone was left unturned" in the preparation of the report as she added that despite some shortcomings, Kosovo is a functional democracy.

Dora Bakoyannis called on those present to vote for her report, so that Kosovo can join the Council of Europe. 

Bakoyannis explained that the report does not affect the issue of recognition or non-recognition of Kosovo and that this issue should remain the competence of the states.

Bakojannis mentioned the steps taken by Kosovo to meet the conditions, including the implementation of the decision of the Constitutional Court regarding the ownership of the Serbian Orthodox Church in Deçan. He called this "the biggest problem in the implementation of the law in Kosovo that has been waiting since 2016".

The Parliamentary Assembly of the Council of Europe consists of deputies who come from the national parliaments of the member countries.

Bakojannis also spoke about aggressive comments about the report, most of the countries that have not recognized Kosovo. She urges that they should be honest and admit that these countries would not under any circumstances support the report.

"They reject the idea of ​​the state of Kosovo, and not only the respect of the conditions" , said Bakoyannis.

At the beginning, Iulian Bulai from Romania, Alexis Tsipras from Greece, Frank Schwabe from Germany, Ingjerd Schie Schou from Norway and Zsolt Nemeth from Hungary will speak on behalf of the political groups.

Earlier, the Committee for Political Affairs and Democracy in the Council of Europe rejected all the amendments that were proposed by the Serbian delegation and several Italian and Hungarian MPs to make the establishment of the Association of Serb-majority municipalities a condition for Kosovo's membership in KiE.

While yesterday, the Committee for Legal Affairs and Human Rights in the Council of Europe voted unanimously in favor of Kosovo's application for membership.

Kosovo took a step towards membership in the Council of Europe on March 27. Despite the vote against Serbia and two other countries, the Committee for Politics and Democracy of the Council of Europe approved the report of the rapporteur for Kosovo, Dora Bakoyannis, which recommends that the country has fulfilled the conditions to become a full member of the Council of Europe.

If the Parliamentary Assembly gives the green light today, then the Council of Ministers of the Council of Europe must give the final word on Kosovo's membership in May.

The Kosovo delegation in Strasbourg is optimistic that the necessary votes have been secured to pass this round in the membership process.
