
The failure of Thursday's meeting in Brussels was billed to the Kosovar side that refused to accept the plan for the implementation of the basic normalization agreement.
However, according to the Prime Minister of Kosovo, Albin Kurti, Serbia is to blame at this point, since he proposed a plan of his own and the other parties did nothing.
But his plan, which envisages de-facto recognition by Serbia, recognition of documents and demarcation, was not welcomed in the country, as it is considered that Kosovo turned out to be deconstructive.
"In the practical aspect of the progress of the dialogue, it is not so appropriate because it disrupts the balance between many actors and tends to impose its own request, without taking into account the requests of others", says dean Artan Muhaxhiri, an expert on international relations .
This approach of Kurti in dialogue is expected to cost Kosovo even more, experts add.
"The culprit has been identified on the Kosovar side, therefore we can expect the continuation of these measures or some other sanction", says Muhaxhiri.
On the other hand, experts say that Kosovo should not focus only on one point of the agreement, that of association.
"Recognizing the border, recognizing the symbols, not obstructing Kosovo in international organizations and of course not violating the territorial integrity, this is important to clarify at the beginning because it regulates the bilateral relationship and then we can talk about any association", said dean Gazmir Raci . connoisseur of international relations.
The European Union has warned of punitive measures for parties that are deconstructive in the dialogue process.
