The 54th attempt to constitute the Assembly, held at 10:00 PM, failed again. Despite 103 MPs being present in Parliament, the vote to form a secret parliamentary committee to elect the Speaker of the Assembly was still not passed.
The temporary measure of the Constitutional Court, which prohibits deputies from making decisions or taking actions after the 30-day deadline for constitution, set by the June 26 judgment, comes into force tomorrow. This ban will be in effect from July 27 to August 8. During this period, a decision of the Constitutional Court on the political impasse is expected.
The session began with a clash between PDK MP Vlora Çitaku and LDK MP Hykmete Bajrami, with the chairman of the constitutive session, Avni Dehari.
Çitaku began her speech with criticism, while Dehari asked to be stopped because the session did not include debates. LDK MP Hykmete Bajrami did the same. The latter had a heated debate with Vetëvendosje MPs, as she was heard telling them: "You are cowards."
In the end, the chairman of the constitutive session, Avni Dehari, said that he had made every effort to find a solution within the 30-day deadline set by the Constitutional Court in the June 26 judgment. He further added that since there is no solution, the sessions will be suspended until a decision is made by the Constitutional Court.
"Until another decision or a final decision by the Constitutional Court, I will suspend the session ," said Dehari.
What happens now?
Without a constituted Assembly, Kosovo cannot form a new government, leaving key institutions, including the government and presidency, with limited powers. This situation hinders the adoption of laws, the state budget, and decisions important to the functioning of the country.
The situation remains in the hands of the Constitutional Court. The Constitutional Court may announce new early elections. This would prolong the political crisis and increase economic and social uncertainties in Kosovo. In the coming days, it remains to be seen what steps the Constitutional Court will take.
