
The constitution of the Kosovo Assembly was not achieved today either, thus marking the 32nd unsuccessful attempt to create new institutions.
The session continues to remain unfinished, as the lack of a quorum for the formation of the Committee for conducting the secret ballot has made it impossible to vote for the election of the Speaker of the Assembly.
75 deputies were present at the session.
The next hearing is scheduled for June 17, starting at 11:00 AM.
The impasse began in the first session when the temporary commission for verification of mandates was formed, but the report did not pass because opposition MPs did not vote for it.
They disagreed with the manner of resignation of the members of the government cabinet who had been elected MPs. This report did not even pass the second session, moving on to the third session when the MPs took the oath and Albulena Haxhiu was proposed by VV for Speaker of Parliament.
She failed to receive enough votes for Speaker of Parliament, neither in this session nor in the five that followed, where she was again proposed by the first party.
Another impasse began in the following session, when the Vetëvendosje Movement proposed that the vote for the speaker of parliament be secret. This proposal was made for the umpteenth time, until the last session, on Friday.
Haxhiu has been opposed by PDK, LDK, AAK and the Serbian List, which have refused to propose members to the Commission. PDK and AAK have repeatedly asked VV to change its name, while names from this party have also been mentioned that they could vote for. LDK, meanwhile, has said that it will not vote for any of this party's proposals.
The Vetëvendosje Movement has announced several times that they will not give up on the name of Albulena Haxhiu, as proposed for this position. There are also no signs that they will give up on the proposal to change the voting form for the election of the Speaker of the Assembly. The candidate for this position, Albulena Haxhiu, has not managed to get over 57 votes in any of the votes. To be elected, she needs 61.
The country's President, Vjosa Osmani, is expected to take steps to seek a solution to the impasse the country has entered. She is expected to address the Constitutional Court with the aim of clarifying the legal options for overcoming the current situation.
According to her advisor, Bekim Kupina, the President's legal team has already prepared a draft of the case that will be submitted to the Court. However, the verdict on the admissibility of the request submitted by the AAK is awaited, which is expected to help clarify the procedural aspects of the case. The President has so far held two consultative meetings with the leaders of political parties, first on May 15 and most recently on the issue of organizing local elections.
