EU Council draft for enlargement, Brussels sets association condition for

Kosovo will once again be required to immediately begin the establishment of the Association of Serb-majority Municipalities...

Member states are discussing conclusions on enlargement which will be adopted at the General Affairs Council meeting in December.

According to the draft text being discussed, the EU will welcome the enlargement package approved by the European Commission on November 4 and will particularly welcome the progress made by several candidate countries, primarily Montenegro and Albania, but also Ukraine and Moldova.

Regarding Kosovo, based on this draft, the Council is also expected to express the opinion that due to the political impasse, Kosovo has not managed to make the necessary progress.

The Council will underline that there has been limited progress in the reform process and invites inter-party cooperation to be established in Kosovo in order to accelerate the reform process, especially in public administration and the rule of law, the fight against corruption and freedom of expression where there has been no progress.

The Council will also express regret at the political deadlock in Kosovo following the February elections and expectations for a well-managed and inclusive electoral process for the December 28 elections.

Regarding the recent local elections, the Council welcomes their professional and transparent conduct. It expresses its expectation that the transfer of local government to the four municipalities in the north will be carried out in an orderly manner, in cooperation between local and central government, in accordance with the legal framework of Kosovo.

The transfer of local government to the north is also one of the conditions for the further lifting of EU measures against Kosovo.

“The Council takes note of the further lifting of measures following the orderly transformation of local government in northern Kosovo and sustainable de-escalation,” the draft conclusions say. “The Council reiterates its expectations for the reintegration of Kosovo Serbs, starting with their inclusive participation in Kosovo institutions at all levels, followed by the unconditional reintegration of qualified judicial and police personnel in accordance with the dialogue agreements and in full respect of the Kosovo legal framework ,” they say.

The draft reiterated that for both Kosovo and Serbia, fulfilling the obligations from the process of normalizing relations is a condition for their progress on the path towards the EU and that both will lose out if these obligations are not fulfilled.

The Council is expected to express regret that there has been no fulfillment of some obligations by both parties.

Kosovo will again be required to promptly initiate the establishment of the Association of Serb-majority Municipalities and begin delivering on the obligations of the 2023 agreement, leading to specific agreements and guarantees for an appropriate level of self-governance for the Serb community in Kosovo.

Meanwhile, Serbia is required to initiate procedures for the recognition of documents and symbols and to refrain from opposing Kosovo's membership in any international organization.

The Council will also express "deep concern" about Serbia's failure to take measures against perpetrators of violent acts in northern Kosovo in 2023, such as attacks on KFOR, police and journalists.

"The Council expresses deep concern that Serbia has not yet met expectations for full accountability and deeply regrets the insufficient actions in this regard, including the violation of procedures from the dialogue on mutual assistance ," the document states./ Koha
