Alejandro Esteso Perez, political analyst, researcher and specialist consultant for the Western Balkans, spoke about the recognition of Kosovo's passports by Spain.
He emphasizes that the recognition of Kosovo passports was something that was not expected.
He further emphasized that Spain does not recognize Kosovo's independence and in principle supports dialogue with Serbia, while adding that Spain supports Kosovo's integration into the EU.
Among other things, he underlined that Spain can recognize Kosovo, only if there will be a dialogue between the latter and Serbia.
"It was a surprise move, but it is something very positive, considering Kosovo's past. The recognition of Kosovo passports was something that was not expected. I think that starting from 2024, the citizens of Kosovo will move freely in the Schengen area. Spain realized that they had to change their policy and support this measure that does not infringe on Spain's sovereignty.
I am a little skeptical about the recognition of independence. Spain does not recognize the independence of Kosovo and in principle supports the dialogue with Serbia. Kosovo is not known in Spanish politics. It has already happened that Kosovar officials participate in international meetings. We should be more positive towards Kosovo's membership process in European institutions, including NATO and the Council of Europe.
As a state, we do not want to be an obstacle for the integration of Kosovo. Spain has stated several times that through the Kosovo-Serbia dialogue, Madrid will support this process and offer solid solutions to end it.
I think that the position of Spain in this matter, which does not recognize Kosovo at the moment, first we have an argument that Spain does not support unilateral decisions, in respect of international law. This is one of the main positions supported by both the Spanish left and right.
Then there is also a fear that the recognition of Kosovo's independence will disturb the internal situation in Spain for more autonomy or more independence for the region of Catalonia. Going into the issue of fear or denial, I think the Spanish government is afraid of how the citizens will react to this move. Recognition of Kosovo by Spain can only come after a Kosovo-Serbia dialogue," he told Euronews Albania.
