The United Nations Security Council may consider adopting a statement calling on Kosovo and Serbia to refrain from unilateral action and resolve disputes through dialogue facilitated by the European Union.
In the next discussion about Kosovo in the UN Security Council this month, the adoption of a declaration for Kosovo and Serbia will be considered. In the document that deals with the possible discussions, the actions of the Kosovo government in the north are also mentioned, which were criticized as unilateral, as well as the non-starting of the implementation of the Brussels Agreement and the Ohrid Annex by the parties.
The United Nations Security Council may consider adopting a statement calling on Kosovo and Serbia to refrain from unilateral action and resolve disputes through dialogue facilitated by the European Union.
This is what is said in the report of the organization operating within the UN, "Report of the Security Council", where Kosovo is expected to be discussed this month.
" The Council's priorities are maintaining stability in Kosovo and promoting the de-escalation of tensions in the north. It will continue to monitor diplomatic efforts to advance the Belgrade-Pristina dialogue and any efforts towards reaching a final, legally binding agreement on To this end, the Council may consider adopting a presidential statement calling on all parties to refrain from unilateral actions and to resolve outstanding issues through EU-facilitated dialogue ," the report said.
The document further describes the developments of recent months around the north, as well as the unsuccessful efforts of the European Union to push the parties towards the implementation of the Basic Agreement and the Ohrid Annex.
It is also emphasized that the parties did not find a solution for the implementation of the Central Bank Regulation among the Serbian community, which prohibits the use of the dinar as a means of payment in cash.
" After the failure of the negotiations, the Kosovo Police has carried out several operations aimed at banking facilities in the north of Kosovo. On May 20, they closed and confiscated six offices of the Postal Savings Bank of Serbia in the four northern municipalities, according to a press release. Stating that these institutions had "operated illegally" and that action had been taken to "establish law and order" the following day, the EU described the operation as "escalating" and said it was contrary to the "spirit of normalisation". On May 31, Ziadeh stressed the importance of avoiding "unilateral actions that could increase tensions, endanger stability and undermine trust between communities ," the report says, reports Koha.net.
Although Council members are unique in supporting EU-facilitated dialogue to create conditions for the normalization of relations between Belgrade and Pristina, the report confirms deep differences among permanent members regarding Kosovo.
It also mentions the contested recognition of one of the UN member states - Sierra Leone, which you once recognized and then withdrew recognition for Kosovo.
The issue of modifying UNMIK's mandate in order to remove it from Kosovo is another point that divides the members of the Council.
While the US has been the most vocal advocate for reviewing UNMIK's operations and ending the mission, Russia has opposed any changes to the mission's mandate.
