At the request of the opposition parties, the Prime Minister of Kosovo, Albin Kurti, on November 3 will report to the Assembly of Kosovo on the dialogue with Serbia, especially on the draft statute proposed for the establishment of the Association of municipalities with a Serbian majority.

After the meeting of the Presidency of the Assembly, the heads of the Parliamentary Groups of the opposition entities, the Democratic Party of Kosovo, the Democratic League of Kosovo and the Alliance for the Future of Kosovo said that Kurti has a legal obligation to report after the meetings he held in Brussels on October 26 with the heads of France, Germany, Italy and representatives of the European Union.

After the separate meetings of Kurt and the president of Serbia, Aleksandar Vucic, with the European leaders, the Kosovar prime minister said that he accepted the proposal for the Association and was ready to sign an agreement for the normalization of relations, but this was opposed by the Serbian leader.

The head of the Parliamentary Group of the PDK, Abelard Tahiri, said that during the reporting, Kurti should announce what exactly he has agreed on and how an Association based on the European proposal would look like.

"It is very important that the citizens and we as representatives of the citizens understand what the Government of Kosovo has agreed on, in this case through the Prime Minister, at which points and how that type of Association will be", he said.

Kurti stated that the draft proposed for the Association is in accordance with the Constitution of Kosovo. The document has not been made public, at the request of international mediators.

The head of LDK deputies, Arben Gashi, said that in the past there have been such requests for the non-publication of documents, but he said that he expects Kurti to come to the Assembly together with the document for the Association, which he has accepted.

"The mediators have always made the same requests. But, in earlier times when negotiators and interlocutors did not make the documents public, the Prime Minister of Kosovo described them as treason and a tendency to hide acts of treason. So we don't know what's in those documents. It is important for us to have access to those documents as the Assembly of the Republic of Kosovo", said Gashi.

The proposal, which according to the EU is a European model for the Association's statute, was presented to Kosovo and Serbia during the visit on October 21 to these two states of the representatives of the EU, the United States, France, Germany and Italy.

The head of the Parliamentary Group of AAK said that Kurti's report on this issue "is important not only in terms of transparency, but also to account to the Assembly".

While the representatives of the opposition parties said that they have not seen the document presented by the internationals, the head of the Vetëvendosje Parliamentary Group in power, Mimoza Kusari-Lila, said that she is aware of the content of the draft.

"We as a parliamentary group are informed about the content of the first draft, namely the main points that are in accordance with the Constitution, but also [that this document] is not the final version. Meaning, this is a work in progress. We are not dealing with something finalized yet. You know that there was no signing of the agreement in Brussels", said Kusari-Lila.

Kosovo and Serbia have reached agreement on the Association in 2013 and then in 2015 on the principles for its establishment.

In 2015, the Constitutional Court of Kosovo found that the agreement is not in full harmony with the Constitution.

Kosovo has so far refused to establish the Association of municipalities with a Serbian majority, expressing the fear that it could affect the functionality of the state. Serbia, meanwhile, insists on its establishment.

The EU envoy for the Kosovo-Serbia dialogue, Miroslav Lajçak, said that the draft statute for the Association does not violate the "red lines" of the parties, adding that this is not the only element that must be implemented, since Serbia has not implemented articles of the Agreement towards the normalization of relations.

Kosovo and Serbia reached this agreement earlier in the year. The agreement, of 11 articles, foresees, among other things, a level of self-management for the Serbian community in Kosovo and mutual recognition of the state symbols, while asking Pristina and Belgrade to also implement all previous dialogue agreements.

A day after the meetings in Brussels, France, Germany and Italy asked Serbia to de facto recognize Kosovo and for Kosovo to form the Association./ Rel
