Professor of Conflict Management Practice, Daniel Serwer has made a detailed analysis of what has happened and is expected to happen with the Kosovo-Serbia dialogue.
In an interview for "GazetënExpress", Serwer spoke about the bad relationship between the Prime Minister of Kosovo Albin Kurti and the Western allies. According to the American professor, the US-EU approach to the Kosovo government for the Association is wrong, since according to him, it is an action that does not bring mutual benefit between the parties in the dialogue.
" The prime minister's relations with Europeans and Americans lack trust and effectiveness. That being said, I think it is a colossal mistake for the Americans and Europeans to insist on the creation of the Association of Municipalities with a Serbian Majority, which is Belgrade's main priority in the dialogue, without any benefit for Pristina ," said the professor, among other things.
Asked about Lajcak's draft for the Association and the possibility of its implementation by Kosovo, after setting it as a condition for membership in the Council of Europe, Serwer stated that as long as mutual recognition by Serbia is not a condition, he sees no room for implementation of this draft.
" I don't see how the Association can move forward without the de facto if not de jure recognition of Kosovo by Serbia ," he said.
According to Serwer, in case of failure of the plan to create the Association in the north, the idea of exchanging territories can be discussed and this is more possible if Trump is re-elected as the president of the USA.
" I have no doubt that the land swap idea will arise again if Trump is re-elected, regardless of whether or not there are steps towards the ASMM ," Serwer said.

Question : As an analyst with long experience and who has followed the politics of the Balkans for so long, what does the fact that Prime Minister Albin Kurti refused to move forward with the draft of the Association even though it cost him the loss of membership in the Council show. of Europe. And what does it mean for the relationship of credibility between the parties, given that the internationals were not persuaded even by two letters of promises and demanded substantial and tangible steps for the Association?
Serwer : The prime minister's relations with Europeans and Americans lack trust and effectiveness. That being said, I think it is a colossal mistake for the Americans and Europeans to insist on the creation of the Association of Municipalities with a Serbian Majority, which is Belgrade's top priority in the dialogue, without any benefit to Pristina. All those interested should re-read the Brussels agreement of 2013, which required not only recognition by the Association, but also by Belgrade of the validity of the Constitution of Kosovo throughout its territory, the participation of Serbs in the institutions of Kosovo and non-interference in Kosovo's path towards the European Union. Belgrade has not fulfilled any of these requirements.
Question : How do you see everything that happened around Lajcak's draft for the Association? Do you think that Kosovo will ever implement that draft, considering that Kurti was able to fail the membership in the Council of Europe and not send that draft to the Constitutional Court?
Serwer : I don't see how the Association can move forward without the de facto if not de jure recognition of Kosovo by Serbia.
Question : How have you seen Foreign Minister Gervalla's offer in the last few hours? She first said that Kosovo is writing a Draft inspired by the FES draft, then at the conference she said that there is nothing concrete and that it is only in the proposal stage. Does such an approach show frivolity from the Kosovar side and how do you comment on the fact that there was no coordination with the President of Kosovo for such a proposal?
Serwer : I will leave the issue of coordination to those involved. I think that Kosovo should prepare a draft that it would consider acceptable, provided that Belgrade fulfills its obligations under the Brussels agreement of 2013.
Question : Now that the KiE application is gone, what do you think the EU and the US can do to convince Kosovo to move forward with the implementation of the ASM?
Serwer : They can convince Belgrade to do its part.
Question : If there will be no steps towards ASMM, do you think there might be room for a return of the land swap idea if former US President Donald Trump returns to the WH?
