The Kosovo Special Prosecution Office has filed indictments against three individuals, following an investigation conducted in cooperation with the Kosovo Police and European partners for the attack on the "Ibër-Lepenc" canal.
The defendants are accused of several criminal offenses, such as "Endangering the constitutional order by destroying or damaging public installations", "Committing a terrorist act", "Unlicensed possession of weapons" and "Espionage".
According to the prosecution, on November 29, 2024, in the village of Varage, Zubin-Potoku, in the “Ibër Lepenc” canal, the three accused placed about 20 kilograms of TNT-type explosives inside the canal. The explosive was activated through a bag tied with a rope to a concrete pillar, causing severe damage to the canal structure, interruption of the drinking water supply and endangering the production of electricity. The damage caused is estimated at 376,774 euros.

Indictment against three persons in the case of the attack on the “Ibër Lepenci” canal. Pristina, December 2025 – The Special Prosecution of the Republic of Kosovo, after an investigation conducted in cooperation with the Kosovo Police – Counter-Terrorism Directorate, and with European partners, has filed an indictment against JV, DV, and ID for the criminal offenses “Endangering the constitutional order by destroying or damaging public installations and equipment” under Article 122 in connection with the criminal offense “Committing a terrorist act”, “Unlicensed possession of weapons”, and “Espionage”.
According to the indictment, on 29.11.24 in the village of Varage, Zubin Potok Municipality, in the section of the "Ibër Lepenc" canal, the defendants JV and DV, together with several other still unknown persons, after a prior agreement, placed explosives (approximately 20 kilograms of Trinitrotoluene "TNT") inside the canal.
JV and DV are accused of activating the explosive through a bag that they had tied with a rope to a concrete pole, which as a result severely damaged the concrete structure of the "Ibër Lepenc" canal, caused an interruption in the supply of drinking water, endangered the production of electricity, and caused damage to the "Ibër Lepenc" enterprise in the amount of 376,774.70 euros.
According to the indictment, with these actions, the defendants JV and DV committed the criminal offense of "Endangering the constitutional order by destroying or damaging public installations" under Article 122 in relation to "Committing a terrorist act".
The two defendants are also charged with illegal possession of weapons, along with the other defendant ID.
Meanwhile, the defendant JV is also accused of the criminal offense of "Espionage".
According to the indictment, the defendant, until the moment of his arrest, in his capacity as a recruit in the Serbian Military Intelligence Service, Colonel, acted and assisted this service, collecting classified information and documents with the aim of using them during his illegal activity in the territory of Kosovo.
