The Kosovo Assembly has failed to convene for the eighth time in a row, despite a last-ditch effort on Tuesday. The candidate proposed by the Vetëvendosje Movement (LVV), Albulena Haxhiu, failed to secure the 61 votes needed to be elected speaker, receiving only 54 votes in favor, a drop from the 57 votes received in previous sessions.
The constitutive session, which began on April 15 after the February 9 elections, remains blocked due to a lack of agreement among political parties. Opposition parties, including the Democratic Party of Kosovo (PDK), the Democratic League of Kosovo (LDK) and the Alliance for the Future of Kosovo (AAK), consider Haxhiu a divisive figure and refuse to support her candidacy.
The chairman of the session, Avni Dehari, announced that the Assembly will reconvene on Thursday at 10:00 to attempt to reconvene the ninth legislature. The ongoing impasse has raised concerns about the ability of political parties to form new institutions, leaving the government formation process on hold.
The parties that were in opposition in the previous legislature have continuously called for a change in the proposed name. While the Democratic Party of Kosovo has said that the name Haxhiu is not unifying, the Alliance for the Future of Kosovo has said that they would vote for the speaker of parliament if Saranda Bogujevci or Shqipe Selimi were proposed. The Democratic League has said that it will not vote for any VV candidate. And the winning party has continuously repeated that they cannot accept proposals for names from other parties.
