Expanding the World Cup to 48 teams will mean there will be more matches and, as a result, the risk of players accumulating yellow cards increases.

That's why FIFA is set to accept petitions from federations and coaches to introduce a second amnesty for those who have received a yellow card. This second amnesty, which envisages 'purging' players of yellow cards, will be discussed this Tuesday at the FIFA Council to be held in Vancouver. According to 'The Athletic', this amnesty will most likely be approved.

This will eliminate all yellow cards that did not result in a sanction in the group stage and this will be the first amnesty. The second amnesty will be implemented after the quarter-final matches for those who have been punished only once with a yellow card in the rounds of 1/16 of the finals, 1/8 of the finals and quarter-finals. With a world cup with 48 teams instead of 7 matches until the grand final, the teams will play 8 matches and at this point a new round is added, 1/16 of the finals.

FIFA wants to protect footballers and ensure that the crucial stages of the tournament do not lose players due to sanctions, and so there are two amnesty phases, the first after the group stage and the other after the quarter-finals, that will be applied during the World Cup.
