Fredi Beleri was arrested two days before the May 14 local elections, becoming the only candidate in Albania to be elected to public office while in prison. The prosecution accuses Beleri of "active corruption in the elections", claiming that he has proven beyond any doubt that he had offered a police associate 50 euros for every vote he could find in his favor as mayor of Himara.
Beleri and the opposition opposed the arrest as politically motivated. This position was also supported by official Athens, which demanded his release, while Prime Minister Edi Rama assessed the case as a matter of justice.
After losing the opportunity to be sworn in to officially receive the mandate of the mayor, the "Beleri" case crossed the goals of domestic politics and turned into a problem for bilateral relations with Greece and a possible obstacle for the country's integration into the Union European.
Beleri, 51 years old, was born in Himare in a family of farmers. He studied international relations in Athens and worked as a plumber, setting up his own company. In 1990 he settled in Zakynthos and in 1994 he moved to Athens. He returned permanently to Himare in 2015, where he is active in tourism. That same year, he was elected vice-president of the General Council of DEEM OMONIA - Democratic Union of the Greek National Minority in Albania.
In the May local elections, Beleri again ran for the municipality of Himara, supported by a party of the Greek minority, the Union Party for Human Rights, PBDNJ, part of the "Together We Win" coalition.
In a protest held in Himare on August 14, on the eve of the expiration of the 3-month term of the oath, the mayors of Athens and Thessaloniki warned the Albanian government about the consequences in the European journey.
Even the Greek vice-president of the European Commission for the Promotion of the European Way of Life, Margaritis Schinas, in a letter on July 19 to Olivér Várhelyi, the EU Commissioner for Neighborhood and Enlargement, emphasized European values related to "democracy, justice, the right to vote and to be elected".
Experts on integration issues see these warnings as real and the conflict of the Tirana-Athens statements as a more than bilateral problem.
"The warnings are real, and unfortunately in recent years, we have often seen blockages in the process due to disputes or bilateral issues, which are not directly related to EU membership," Gledis Gjipali, executive director, told BIRN. of "European Movement Albania".
According to Gjipal, the closest example is North Macedonia, which was blocked for years by Greece and then by Bulgaria.
"This is the most extreme example of the negative consequences of disagreements with an EU member state," he adds.
Gjipali shtoi gjithashtu se ndonëse BE është e lodhur nga vetot apo bllokimet e njëanshme të procesit të integrimit, nuk ka instrumente ligjore për ta anashkaluar një pengesë të tillë.
Edhe Gjergji Vurmo, drejtor programesh në Institutin për Demokraci dhe Ndërmjetësim, thotë se avancimi i integrimit të Shqipërisë kërkon që vendi të mos këtë probleme bilaterale të hapura me vende anëtare të BE-së.
Për më tepër, Shqipëria e ka tashmë një çështje të hapur me Greqinë për kufirin detar, por sipas Vurmos, të dyja palët kanë treguar maturi për ta adresuar atë pa cenuar procesin e integrimit.

Vurmo ngre pikëpyetje në vullnetin e qeverisë shqiptare për ndërtimin e shtetit ligjor si një objektiv për integrimin, duke e lidhur me standardet e ndryshme të policisë në ndjekjen e rastit të Belerit dhe ndjekjen e krimeve të tjera zgjedhore, të tilla si e ashtuquajtura dosja 339.
“Pa dashur të paragjykoj provat e siguruara në rastin Beleri, fakti që policia heton në mënyrë proaktive në Himarë dhe mbyll sytë para krimeve zgjedhore në zonat e tjera të vendit, duket se i dobëson disi pozitat e argumentit se kjo ‘është çështje e drejtësisë,” tha Vurmo.
“Edhe më shumë shtohen dyshimet për përdorim politik të një organizate policore, e cila tashmë është provuar se i ka shërbyer me infrastrukturën e vet madje edhe krimit te organizuar, siç rezulton nga bisedat e dekriptuara të aplikacionit SKY,” shtoi ai.
Vurmo e sheh problemin tek përballja e e qeverisë shqiptare me realitetin, sesa te “heshtja” e Greqisë apo ndonjë vendi tjetër anëtar të BE-së për dyshimet e përdorimit politik të policisë dhe “dyshimeve të tjera lidhur me respektimin e të drejtave themelore të njeriut, përfshirë ato të pronësisë”.
“Përballja e këtyre sfidave dhe pavarësimi politik i organeve ligjzbatuese do t'i bënte të panevojshme piruetat e qeverisë, dhe krejtesisht qesharak guximin e një vendi anëtar të BE-së për të dërguar zyrtarë të lartë si protestues në një demokraci të konsoliduar,” argumenton Vurmo.
According to Gjipal, for the EU to intervene in this new conflict between Athens and Tirana, the "Beleri" issue should turn into a matter of respect for human rights - one of the key membership criteria. But this would contradict, according to him, the justice reform as a main investment of the European Union in Albania.
"The EU is strongly committed to building a professional and impartial judiciary in Albania, and if external pressure is applied to it, this undermines one of the EU's most serious political and financial investments," concluded Gjipali. /BIRN
