In the file of the Special Prosecutor's Office regarding the sterilization of surgical patients, the prosecutors also examined the expenses incurred in 18 hospitals.
It turns out that the disinfection of surgical services has big differences.
Thus, the highest price received by the company run by Ilir Rrapaj went to QSUT with around 82,000 lek per set, followed by Durres with 52,000 lek.
The cheapest hospital for equipment sterilization is Korça with a price that results in only 3,150 ALL for each operation.
But in this table analyzed by the prosecutors, the difference from one city to another is clearly visible.
But even in maternity hospitals in Tirana, it is the same phenomenon. Thus, in one of them, the value per set is 17,000 ALL and in the other, it reaches 46,000 ALL.
According to the prosecutors, this shows that there was no clear analysis of the work in submitting the file for the concession.
But while the documents state that Ilir Rrapaj, who won the 100 million euro concession, traveled with the cars of the Ministry of Health before and after the tender, the scandal deepens even more.
Before the announcement of the winner, the representatives of the company communicated by email with the officials of the Ministry of Health, including Deputy Minister Rjepaj, about the continuation of the procedure and why the State Attorney had not yet given an answer. This shows, according to the prosecution, that the winner was predetermined.
Meanwhile, the minister Ilir Beqaj himself asked other ministries to prioritize concession contracts with public-private partnerships.
