He claims in the report that the track of the road has been changed, the cost has been inflated from 1 million euros to 5 million euros per kilometer, and it has influenced the depopulation of the area.

Mr. Nazarko 3 years ago you addressed SPAK with a criminal report for the Korçë-Ersekë road, can you tell us who you reported?
At that time I reported the General Director of ARRSH Ergys Vjerdho, the line minister Balluku and the administrator of the company ANK sh.pk for technical violations and tender procedures.
What are the violations that you found that you then directed SPAK?
The violations that I found were 3. One was fraud in the realization of the project for the Korçë-Ersekë road, another thing is on the ground and another thing is described in the project. The second was the high value of the project, which went from 1 million euros in the 2010 project to 5 million euros per kilometer. The third one that was most important to me was the depopulation of the area. With the displacement of the road track, the entire area of the Gramozi plateau was depopulated, including Kolonje.
Have you been contacted by the prosecutors after the report was filed and do you know what stage the investigations are at?
I was contacted by the prosecutors. I have given detailed and technical information that fortunately I am an expert in this field, orienting them correctly and accurately with concrete evidence. According to two letters from SPAK, I am aware that the file is in the investigation phase for misuse of duties and inequality in tenders.
Were you interrogated as a predicate?
I was questioned by the judicial police officer.
When was the last time you were asked?
The last time I was asked was 3 months ago, I was also asked a year and a half ago.
Do you stand by the same charge or have you found other violations?
I stand by the same statement. I frequent that area a lot and I could be a victim of this crime. The problem has come because of the very poor project and not technical, not professional, fortunately and unfortunately, engineering does not allow you to make mistakes. If you ignore the technical rules, the offense falls.
When you say that the technical rules were bypassed, do you have any idea why this happened?
Changed the track of the road to increase the value, because a project was made in 2010 a value was determined. To bring the value from 1 million to 5 million euro kilometers, there is no engineer to derive that value, and the only way is to change the track of the road, to make a completely new road. And being a completely new road there is a lot of digging and filling, works of art and therefore a very high value is needed. After an investigation conducted by APP, it concluded with a decision with concrete violations.
