Residents of the village of Baks-Rrjoll in Velipojë continued today, for the third day in a row, their protests against the construction of a luxury resort by the builder and publisher Bashkim Ulaj, whom they accuse of property theft through falsification of documents.

Lawyer Ndue Pjetri, who represents and supports the residents, stated on the “Studio Live” show on Report TV that the protesting families have owned these properties for more than 100 years, but the state has never given them ownership documents. According to him, the residents have only received confirmations of the legal fact in 1995, but not property titles.

Pjetri said that the problem began in 2018–2019, when a citizen, Fatmir Shpellzaj, claimed ownership of the land, although, according to the lawyer, he did not have any real property in that area. According to him, the documents were forged in collaboration with Bashkim Ulaj.

" By committing the crime, the Shkodra gangs together with Fatmir Shpellza, together with the builder Bashkim Ulaj. The three of them together forged these documents, it's not like one person did it alone. In 2018, he remembered and said: 'can you take it?', and he took it within a year, while the residents since 1994 have not managed to take the property, even though they had documents from 1937 ," said Pjetri.

The lawyer also accused that judges are also involved in this process, emphasizing that the matter should be investigated by SPAK.

" There is no need for SPAK to wait for a report. It is enough to be informed. These three judges who gave the decision for a year are implicated. SPAK can very well call them and say: how did you become the owners of 20 thousand meters of land? ", he declared.

Pjetri emphasized that residents are willing to trust institutions if proven otherwise, but rejected the claim that this is a strategic investor.

" This is not a strategic investor. This is a robber with a resort. They put up signs overnight to create the idea that everything is fine. Don't let that area degrade, because degradation is very dangerous ," the lawyer said.

Residents' protests continue, while so far there has been no official reaction from Bashkim Ulaj or the institutions regarding the accusations raised.
