There is no end to abuses with tenders in state institutions. KLSH in the first 8 months found 190 million ALL in damages...
From January to August, nearly 190 million new ALL were stolen and wasted from the state budget. The State High Control has published the audit bulletin for the first 8 months of the year and the violations are massive.
According to the HCSH, 4,780,006 thousand ALL are economic damage; 14,716,805 thousand ALL negative effects due to irregularities and 133,342 thousand ALL shortfalls in the tax control activity. In total, nearly 190 mln damage to the budget.
About 99.8% of the financial effects resulting in economic damage to the state budget, was found in the field of expenses (4,771,768 thousand ALL), where: about 63% of the total expenses is accounted for by the value of 3,027,968 thousand ALL found in the company Albpetrol SHA Patos, as consequence of the obligations that the concessionaire companies have towards the company for the energy sold/billed with and without contracts; about 29% of the total expenses, or ALL 1,368,491 thousand, was found again in Albpetrol SHA Patos, as a result of the maturity of penalties and late interest for non-payment of electricity by the Bankers Petroleum company.
Then come OSHE, Railways and ARRSH. "The value of ALL 373,116 thousand (or 4.9% of the item "Other"), ascertained in the Albanian Road Authority from non-payment of obligations, which result in the seizure of ARRSH accounts; the value of ALL 334,317 thousand (or about 4.5% of the item "Other") ascertained in the Albanian Railway JSC, as a result of the non-systematization of obligations; and the value of 281,360 thousand ALL (or about 3.7% of the item "Other") ascertained in OSHEE, as a result of non-implementation of the contractual conditions in terms of electricity production", emphasizes KLSH.
It is further stated that in the item "Expenses in procurement procedures and implementation of works", the amount of 1,678,387 thousand ALL, (or 15% of the total ineffective expenses), the biggest abuses are from the University Hospital of Trauma (542,481 thousand ALL), Kamëz Municipality (526,921 thousand ALL), Albpetrol SHA Patos (253,925 thousand ALL) and Himare Municipality (151,935 thousand ALL).
In the framework of these violations, the HLSH has addressed to the audited subjects 583 recommendations for disciplinary measures, of which 542 disciplinary measures and 41 administrative measures. In some cases, the dismissal of the heads of institutions has been requested. But the government has not put water on the fire, as they are still in office. / Pamphlet
