The Special Court of Appeal for Corruption and Organized Crime has rejected the appeal of the Special Prosecution Office against Corruption and Organized Crime (SPAK) and approved the decision of the Court of First Instance to terminate the security measure for former minister Lefter Koka.
The appeal of the GJKKO argued that the legal deadlines for detention had passed and therefore, it upheld the decision of the First Instance. Former Minister of Environment, Lefter Koka, was released in December last year, after spending 4 years in prison, since December 14, 2021.
SPAK had appealed the decision of the GJKKO, while after today's decision, the Special Prosecution Office has the possibility to appeal to the High Court.
" The Special Court of Appeal for Corruption and Organized Crime, with a monocratic panel composed of judge Tereza Merkaj, today on 26.02.2026, ruled on criminal case no. 66, act, date 17.02.2026 registration, on the appeal of the Special Prosecutor's Office against Corruption and Organized Crime with the subject: "Appeal against decision no. 798, date 11.12.2025, of the Special Court of First Instance for Corruption and Organized Crime, with the subject: The determination of the loss of the power of detention granted to citizen LK, with decision no. 22, dated 23.06.2022, of the Special Court of First Instance for Corruption and Organized Crime, implemented by the judicial police on 29.03.2022, at 09:15 and left in force by decision no. 23, dated 31.03.2022, of the same Court", as follows:
- Approval of decision no. 798, dated 11.12.2025 of the Special Court of First Instance for Corruption and Organized Crime.
- This decision may be appealed to the Supreme Court according to the law. It was announced in Tirana, today, 26.02.2026,” the GJKKO announcement states.
