The Court of Appeal has decided to reopen the judicial review for the murder of Pjerin Xhuvan.
The court accepted Arbër Paplekaj's request to conduct a criminal investigation related to the murder in Elbasan a few days before the elections, to see who shot the other. Paplekaj is accused of killing Pjerin Xhuvani on April 21, 2021 after a vote-buying conflict.
Also, the Appeal has decided to receive information about the two citizens, who are accused of "false testimony", carried out in the trial conducted in the Court of First Instance of the General Jurisdiction of Elbasan, as well as to receive information about the continuation of the criminal proceedings suspended for the persons who fired firearms at the scene.
Also, information will be requested regarding the investigations being carried out to identify other persons who were at the scene. In this way, the Appeal decides to reopen the judicial review and receive some more evidence.
Paplekaj has addressed the court several times, requesting re-examination of the murder a few days before the parliamentary elections of April 25, 2021.
The court of Elbasan has declared the former official of the RENEA department, Arbër Paplekaj, guilty, sentencing him to 22 years of imprisonment for the charge of murder under qualifying circumstances, a sentence which falls after the re-opening of the process.

We recall that the sensational event in Elbasan happened 4 days before the April 2021 parliamentary elections, where Pjerin Xhuvani, a powerful local exponent connected to the Socialist Party, who was directly involved in the SP campaign in this city, was killed.
Pjerin Xhuvani was killed in Elbasan after being shot by Arbër Paplekaj, the companion of the head of the list of the Democratic Party, Gazment Bardhi.
From the April 21 event, four more people were injured, Emiljan Prenga, Pavlo Vuksani, Eltjon Bodinaku and Xhensila Sota (police employee). Paplekaj admitted the crime and surrendered to the RENEA Forces Department in Tirana, saying that he shot in self-defense after he was shot earlier by people who, according to him, were buying votes.
The event also revealed the PD scandal for the establishment of an armed group, self-proclaimed Structure for the Protection of Votes, where a good part of its members turned out to be people known to the law enforcement structures in the country.
The gun clash happened because of the elections. The Vote Protection Structure set up by DP claimed that the SP headquarters car was caught handing out money in exchange for votes. After finding the car, the police were also called.
The deputy director of the Elbasan Police, Abert Nushi, and some members of the Eagles then arrived at the scene. After the arrival of the police, a vehicle with SP sympathizers arrived at the scene.
At this moment, the exchange of fire between the parties started. A few minutes after the event, former RENEA officer Arbër Paplekaj surrendered to the police, who allegedly shot at Xhuvan during the exchange of fire. The latter has repeatedly said that he shot in self-defense.
