Fraud through microcredits by the entities "Micro Credit Albania", "Final" and the "Besa" fund, alienating the assets of thousands of different citizens through mortgages, is taking on the proportions of a major scandal in the country.
The issue has entered the vortex of a national scandal involving several important institutions of the country such as the National Cadastre Agency, the National Enforcement Chamber, the Bank of Albania and the Ministry of Justice.
The case is being monitored by the Minister of Justice Ulsi Manja, the Prime Minister Edi Rama himself, the head of the SPAK Special Prosecutor's Office Altin Dumani and the Tirana Prosecutor's Office headed by Arenc Çela, who have launched respective investigations with the aim of discovering the persons responsible, at the same time and arresting this abuse that is crippling entire families.
In the scheme of abuse, there seem to be special elements at the State Cadastre Agency, as in most cases the operators of this institution have acted closely cooperating with entities such as "MCA" and "Final", taking away the property rights of citizens different people who had received a micro loan ranging from 500 to 1 million old lek.
The concern for this genuine scheme of abuse is shown by the Minister of Justice Ulsi Manja, who through this document provided exclusively by "Ora News" requests information from the head of the cadastre Dallandyshe Bici, on the actions carried out near the cadastre offices by 8 private bailiffs and the lending entities "MCA" and "Final" themselves.
For most of the mortgage employees, this document continues to be kept hidden in order not to bring about the prohibitive or suspensive effects of the alienating actions of the property by the 8 private executors acting on behalf of the two credit collection entities.
Minister Manja's reaction through this letter is due to the fact that a flood of complaints from citizens have gone to the Ministry of Justice, since many properties have been alienated from individuals at MCA and Final, without making an official announcement as provided by the procedural law.
The work has gone so badly that the mortgage employees themselves have presented complaints to the Ministry, showing a heinous scheme of property theft.
In the exclusive document dated April 9, 2024, a clear picture of the concern about the robberies of citizens' houses and properties is given, so through the Deputy Minister of Justice, Ulsi Manja urgently requested detailed information about the actions that were carried out in the mortgage from 8 private executors and the above two commercial entities.
More specifically, the document states that:
“…pranë Ministrisë së Drejtësisë është administruar një numër i lartë ankesash nga qytetarët, së fundi edhe një denoncim nga disa punonjës të Drejtorisë Vendore të Agjencisë Shtetërore të Kadastrës Tiranë, që lidhen me një fenomen të bërë edhe publik, kryerjen e procedurave përmbarimore fiktive deri në kalimin e pronësisë së pasurive të paluajtshme në emër të institucioneve financiare jo banka, konkretisht "Micro Credit Albania". Ministria e Drejtësisë po ndjek me përparësi këtë problematikë që lidhet me cenimin e të drejtave të qytetarëve, nga proceset e ekzekutimit të detyruar dhe në veçanti për respektimin e të drejtës së pronës, si e drejtë themelore kushtetuese…”-thuhet në dokumentin e firmosur nga Klajd Karameta.
Më poshtë në këtë dokument thuhet se nisur nga kjo situatë të bërë tashmë publike dhe duke ju përgjigjur shqetësimit të qytetarëve, ministria kërkon të informohet menjëherë nga Agjencia Shtetërore e Kadastrës që ka në varësi 22 zyrat vendore të kadastrës.
Ministria kërkon numrin e pasurive të paluajtshme shoqëruar me kopje të kartelave përkatëse, të regjistruara në emër të shoqërisë "Micro Credit Albania" ose "MCA" dhe shoqërisë "Final", kur pronësia është fituar me vendim të kalimit të pronësisë nga përmbaruesi.
Të gjitha pasuritë e regjistruara në hipotekë nga këto dy kompani mashtruese me skemën e mikrokredive do auditohen në ministrinë e Drejtësisë. Për këtë është në dijeni kryeministri Edi Rama dhe institucione të tjera.
Veç kësaj ministri Manja kërkon të dhëna konkrete të aplikuesit (mandati i aplikimit) për regjistrimin e vendimit të kalimit të pronësisë për të gjitha rastet kur përfitues i pasurive ka qenë shoqëria "Micro Credit Albania" ose "MCA" dhe shoqëria "Final".
Kjo pasi shumë pasuri janë marrë e tjetërsuar në hipotekë pa urdhër përmbaruesi, por vetëm me një aplikim të thjeshtë të bërë nga juristët e subjekteve të mësipërme.
Një skemë e frikshme kjo që i ka dhënë dorë të lirë Arben Meskutit dhe çiftit Olsi-Elda Ibro.
Ulsi Manja ka kërkuar nga hipoteka të skanojë dhe ti verë në dispozicion të gjithë praktikat që janë kryer nga 8 përmbarues privatë, të cilët janë kthyer në bandën më të egër të gjurmimit dhe tjetërsimit të pasurisë së qytetarëve.

Concrete data related to postal documents submitted by these private bailiffs related to postal communication with the local offices of the State Cadastre Agency..." - says the document of the Ministry of Justice.
The letter of the Ministry of Justice closes with the request that the cadastre officials act as soon as possible, due to the very importance of the requested information and the great concern that thousands of citizens have.
The worrying fact is that even though Minister Manja has alerted the National Cadastre Agency about this robbery scheme, still 8 private bailiffs continue to work and carry out orders to freeze citizens' assets and transfer them to the private entities "Micro Credit Albania" ” or MCA and “Final”.
Cadastre officials are also part of this scheme. For the abuse of the alienation of property by the above entities, next week the Special SPAK structure is expected to register a criminal file that will apparently in the future reveal the pyramid schemes of fraudulent loans and alienation of Albanian citizens' property.
This file was forwarded by the prosecutor's office of Tirana to SPAK on April 17, 2024, while sources near this institution said that the case has not yet been drawn, to determine the officers and the prosecutor who will pursue the case.
The case was initially followed by the prosecutor of Tirana, Leonard Filopati, who after several months of investigation found that the issue of fraud and alienation of property through loans contains the elements of a structured criminal group, where not only leaders of the company "Micro" are involved Credit Albania", "Final" and the "Besa" fund, but also a chain of private executors.
According to the prosecutor's office in Tirana, the threads of this group extend to the officials of the Bank of Albania, who by "Abusing their duty" have brought irreparable measures to the lives and properties of thousands of people.
SPAK is now faced with a concretized investigation by the prosecutor of Tirana, Leonard Filopati, and that the case requires additional and more in-depth investigations by special prosecutors, who next week are expected to register the file for the criminal offense "Fraud with serious consequences". , "Non-payment of taxes", "Cleaning of proceeds of criminal offences", "Structured criminal group" and "Abuse of duty"./ Ora
