The Albanian Development Bank was created as a state financial entity to lend to small and medium-sized enterprises and domestic startups, with an initial capital of 100 million Euros from the state budget. But 5 months after its creation, this bank has not given a single penny of credit, because it has not even opened applications. While Prime Minister Edi Rama promoted it with great fanfare as "the only supporting bank for small and medium-sized businesses", during meetings with farmers he did not mention this public bank at all, but declared that the government will cooperate with private banks for loans. So, it is not known when the Albanian Development Bank will start lending, but it has already started moving to cooperate with the Israeli electronic money mafia "Jet Bank".
"Pamfleti" has learned that the Ministry of Finance, as the owner of 100% of the Albanian Development Bank, has begun cooperation procedures with "Jet Bank" for mixing physical money with electronic money, when state banks do not have a license for electronic money activities. But this cooperation project foresees that within 2026 it will advance with the transition of the Albanian Development Bank into a partnership with "Jet Bank", to which it will give 49% of the shares, with the equal value of the founding capital that these shares represent. The Ministry of Finance has predetermined the transfer of 49% of the state banking capital to private individuals in Article 11 of the Statute, which states that the state has the right to transfer 49% of the bank's shares to private entities, while 51% will be owned by the Ministry of Finance.
State-owned bank that is privately managed and operated
The Albanian State Development Bank was established with an initial capital of 100 million Euros from the state budget and with the sole owner being the Ministry of Finance, but the administration and management staff are all persons employed in private law offices and banks:
· The Italian Silvio Pedrazzi, former General Manager of the bank "Intesa Sanpaolo", has been appointed administrator of the bank.
· Board member is Daniel Marc Demeulenaere, a French citizen, friend of Prime Minister Edi Rama and lobbyist for foreign energy concessions in Albania.
· Board Member is Irida Huta, Director of Digital Financial Services at "OTP-Bank Albania" of Gellért Zoltán Jászai, an oligarch linked to former Hungarian Prime Minister Viktor Orbán.
· Board member is Eris Hysi, lawyer at the "Haxhia&Hajdari" law office, legal representative of the Butrint concession and selected by the Assembly to the High Judicial Council.
· Board member is Artur Asllani, from the law firm "Tonuçi & Partners Albania" and "Anes", associated with the former Secretary General of the Prime Minister's Office, Çngjëll Agaçi.
· Board member is Arben Shkodra, Secretary General of the "Union of Albanian Producers" association, supporter of Prime Minister Edi Rama's concessions and propaganda.
It is no coincidence that the Albanian Development Bank, owned by the Ministry of Finance, was established on December 17, 2025, while “Jet Bank” was licensed as an e-money bank on March 31, 2026. But both of these banks have defined cooperation with each other and a joint partnership for e-money activity – a bargain for which actions have begun, while Albanian businesses are still waiting for the promised loans.
