The Tirana Municipal Council approved today 1,500 new quotas to support families through the housing loan interest subsidy program. The decision aims to increase access to ownership for families who do not have a home and cannot afford market interest rates.
During the meeting, the Deputy Mayor of Tirana, Anuela Ristani, stated that this step comes in response to the increase in the number of applications for social housing programs.
According to her, during the call for applications for 2025, 1,231 individuals or families were declared winners with state budget funds. Taking into account the increasing trend of requests, the Municipality of Tirana has planned to cover 1,500 new quotas with its funds in the medium-term budget program 2026–2028.
Who benefits from the program?
According to the clarifications made at the meeting, the loan interest subsidy program is aimed at families and individuals who:
-They do not own a home or own an area below housing standards;
-They have not alienated property in the last five years, except in cases of force majeure;
-They cannot afford the market interest rate for purchasing a home.
-Purpose of the draft decision
Ristani emphasized that the approval of the new quotas aims to ease the financial burden of bank interests for young families, contribute to social and demographic stability, and strengthen the role of the Municipality of Tirana in social housing policies.
