The European Union is asking SPAK to target the finances of organized crime as the most effective way to target criminal networks. In this way, the EU seems to be supporting the Special Prosecution Office to hit as deeply as possible those considered to be criminal networks or organizations, affecting their economic and financial interests.

Despite the fact that SPAK occasionally announces the seizure of assets originating from crime, it seems that the European Union is seeking another stage in the transition of the fight against organized crime, but also the commissioning of the Asset Recovery Office, which should be established within the State Police.

The EU Ambassador to Tirana, Silvio Gonzato, was alongside the head of SPAK, Klodian Braho, during the proceedings of the steering committee of the EU4LawEnforcement project, where the fight against organized crime and corruption, strengthening financial investigations and asset recovery, as well as increasing operational cooperation between law enforcement institutions were addressed.

“The EU4LEA project has a broad mandate to strengthen Albania’s capacities in the fight against organized crime. With its support, we expect Albania to finalize the National Strategy against Organized Crime and to operationalize the Asset Recovery Office. The functioning of this office is essential for successful financial investigations. It is a cornerstone of our shared vision to eradicate organized crime by targeting the economic and financial interests of criminal networks ,” said EU Ambassador Silvio Gonzato.

The meeting brought together representatives of relevant Albanian institutions, the European Union and international partners to review the progress of the project and discuss the future action plan.

The Asset Recovery Office (ARO) in Albania is a special structure, which aims to intensify the fight against organized crime, corruption and money laundering through the tracing and freezing of illicit assets. It operates within the State Police, exchanging information and financial analysis with asset management agencies. 

The mission of this office is to improve results in the fight against crime and the seizure of assets of suspicious origin, while it has access to various police and financial databases to track proceeds, and cooperates with the European Network of Asset Recovery Offices and other international platforms.

The EU4LEA project is funded by the European Commission under the Instrument for Pre-Accession Assistance II (IPA II). EU4LEA is designed as an EU technical assistance project to support and assist the main law enforcement agencies in Albania, in particular the Albanian State Police, the Ministry of Interior, SPAK (Special Prosecution and BKH), the General Prosecutor's Office and the District Prosecutor's Offices, in achieving their objectives and bringing their performance closer to EU standards.

The main beneficiaries of EU4LEA assistance are the Ministry of Interior, the Albanian State Police, SPAK (Special Prosecution and BKH), the General Prosecution and District Prosecutions. Secondary beneficiaries include the DPPPP, Customs and Tax Authorities, HIDAKPKI, AAPSK, the Ministry of Justice, etc.

EU4LEA has 2 specific objectives. The first objective is to improve the performance of the Albanian State Police (PSh), SPAK (Special Prosecution and BKH), the General and District Prosecution Offices as well as the agencies in the fight against serious and organized crime, high-level corruption and environmental crime. /Pamphlet/
