In 2014, the private police company, "Pelikani Security Group" was embargoed in tenders due to false documents. Until October 2015, Demiraj could not take advantage of public tenders, however in unexplained circumstances there was no proper investigation of this company.
In 2020, the technical director of this company became Flamur Muka, the former head of the Shijak police station, dismissed in October 2013 by the former Minister of the Interior, Saimir Tahiri. Muka previously held the same position in the company founded by Luljeta Berisha, sister of Lulzim Berisha and Armand Zela, a businessman from Kavaja.
Demirjat's relations with state institutions changed 180 degrees. Pelikani Security Group won a series of tenders mainly in the health sector. The tender for the preservation of the University of Medicine, worth about 18 million ALL, had strong disputes in the KPP for illegal favoritism.
"The representative of Pelikani Security selected the same mask in both cases and this mask had a distinctive sign. The members of the KVO forcibly took the goggle from the hands of our representatives", claimed the company Myrto Security" shpk, which also participated in the competition for the tender of the University of Medicine.
But disputes and complaints did not change the result.
