Journalist Artan Hoxha stated that about two-thirds of people in prisons are in pre-trial detention and do not have a final decision.
According to Hoxha, persons in pre-trial detention are considered innocent until a final court decision. He stressed that this category constitutes the majority of current prisoners and raised concerns about the use of pre-trial detention in cases that, according to him, could be treated with other security measures.
The journalist argued that the penal policies pursued over the years have contributed to the increase in the number of detainees. He added that the cost of keeping them is covered by the state budget and, according to him, amounts to about 50 euros per day per person.
Hoxha also mentioned previous cases of penalties for unpaid obligations, such as energy bills or administrative violations, emphasizing that the concern about the use of detention should apply to all citizens.
In this context, he stated that the Prime Minister blamed the courts for the situation, while not mentioning the Special Prosecution Office. According to the journalist, the debate on legal changes should be accompanied by a broader analysis of the functioning of the justice system and the use of security measures.

So, today it is true that two out of every three prisoners are detained. This is an undeniable fact. The problem we have is that we have taken innocent people because they are innocent, unconvicted. They are without a decision from the appeals court. So they are innocent. 2/3 of the prisoners we have today are innocent. We have crammed them into the prison.
This is the spirit that you, as prime minister and as the man who has led this country for four terms, have conveyed to the justice system. The government drafts criminal policies because all those arrested today, those detained are the cost of those who are free citizens, who, although they do not receive services from the justice system, are also paying for their stay in prison. Meanwhile, there are many other security measures determined by law so that you do not impose such a large cost on your country. The minimum is 50 euros a day for those who are there and the prime minister, instead of talking about the citizens that the prisons are full of innocent citizens, comes out and talks about the administration. So the problem we have is that we have imprisoned innocent people because they are innocent and unpunished.
