Aulon Kalaja, the Democratic candidate who requested a recount of votes for the Durrës district, says he protested before the CEC because although a recount of 290 ballot boxes was decided, only 152 boxes were opened.
In an interview for "Today Live in Albania", Kalaja claims that KAS intentionally interrupted the recount of these votes, after it was noticed that the difference in his votes within the race between the DP candidates was narrowing.
Arjan Ndoja won by a margin of 1,000 votes from Kalaja, and the latter claims that there was vote trafficking.
"I protested before the CEC because there I made it known that there was a decision of the KAS on June 3 to partially open the boxes of the Durrës district, despite the fact that I requested a full recount, with the decision of the KAS, 290 boxes were placed. Meanwhile, on the CEC website, we had an announcement that 290 boxes would be recounted, and it was explained where they would be recounted. During the recount at the "Farie Hoti" sports palace, we had withdrawals and interruptions of the recount, cancellation of the recount when box 152 was marked. So, only 152 boxes were counted in total in Durrës, while KAS had promised 290, while the total in the entire district is 493. Considering this, I decided to organize a protest at the CEC about why they canceled the recount. I am there before the citizens with my supporters, holding these moments that the CEC itself announced that it would recount 290 box. The moment I was recovering over 105 votes, the whole process was interrupted," said Kalaja.
He says he has asked KAS for a reason as to why it decided to cancel the recount of these that it itself had decided to open and that he has not yet received a response.
Kalaja also claims to have submitted video footage of 8 other ballot boxes, but they were not reviewed. According to him, in these video footage, he noticed that there was movement of at least 28 votes belonging to him.
"I am proud that I am a candidate who has not stolen a single vote, in the 152 ballot boxes that were opened, my votes were stolen. I submitted 8 other ballot boxes to the CEC, where the difference was 28 votes. The KAS did not even deign to look at them differently from the other sessions when it saw my videos. Those ballot boxes that I sent were recounted and came out as I had shown with facts. In the 8 new ballot boxes that I sent, they refused to look at the videos, and the moment they were withdrawn for a decision, they decided 5 to 0 not to open the remaining ballot boxes," said Kalaja.
Kalaja says he will file two lawsuits with SPAK, one where he will send evidence in order to order a full recount of the Durrës region and the second, which will be a lawsuit for abuse of office by KAS members. He says KAS should abandon the narrative that human errors were noticed during the recount process, as this is an electoral crime.
"Today, I am waiting for the decision that was made public that I was defeated 5 to zero, so that I can go to the Electoral College. I am preparing two lawsuits at SPAK, the minutes of May 1 that are in disagreement with the minutes of July 4, the recount process. I will ask SPAK to look at them and make a decision to open the other boxes of Durrës. In an informal conversation with two of the members of the KAS, one on the right and one on the left, they told me that we have decided on a partial opening but to give the word that if we find irregularities and votes have been taken, we will give all the boxes. I will make this moment public because I have it on video. I tell them that you gave me the word and how is it possible that you also withdrew from the boxes that they had decided to recount.
"KAS must withdraw from the narrative that we are dealing with human errors. We are dealing with an electoral crime. KAS had a legal obligation. The legal obligation that KAS had to refer the case to the prosecutor's office was not fulfilled, so I will do it. And the second lawsuit, I will file a report for abuse of office with SPAK for the KAS members. They have violated the law. When they saw violations in Durrës, they decided to close the recount. When I bring new evidence with 8 boxes, they do not take it into account at all," he added.
