The President of the Supreme Court, Sokol Sadushi, emphasized that the quality of justice in Albania is not measured only by the speed of judgment or caseload statistics, but above all by the clarity of reasoning, the coherence of interpretation and the predictability of decision-making.

During his speech at the conference "Quality of Justice: Clarity and Coherence in Interpretation, Legal Certainty in Implementation", Sadushi underlined that the lack of uniform judicial practice creates uncertainty for citizens and weakens public trust in the justice system. 

"Speed ​​without justification and coherence becomes a risk to legal certainty," he said.

The President of the Supreme Court placed at the center of the discussion the role of jurisprudence, especially of the Supreme Court and the Constitutional Court, as a pillar of legal stability and equality in implementation.

He acknowledged that the implementation of unified practice is not always uniform at all levels of the judiciary, emphasizing the need for recognition, real use and professional responsibility by all actors in the system.

“We must also acknowledge that the application of the Supreme Court’s jurisprudence is not always uniform across courts. Differences in reasoning style and varying levels of familiarity with case law can undermine consistency. In some cases, decisions are formally cited but do not become part of the legal reasoning; in others, the relevant practice may not be taken into account at all. This is not self-regulated: it requires knowledge, application and professional responsibility,” said Sadushi.

He also listed the tasks, which, as he said, should be translated into three concrete objectives.

"The practical impact of the Supreme Court's jurisprudence on judicial reasoning and the consistency of decisions; Improving the distribution, accessibility and structured use of practice throughout the system; Coordinated institutional efforts to increase legal clarity, predictability and efficiency," Sadushi said, among other things.
