DW: Investigations into high-level corruption in Tirana are expanding

SPAK expands the investigations for high-level corruption against the former Socialist Minister of Health, Ilir Beqaj, for abuse of office and corrupt favors for concession companies.

The National Bureau of Investigation (BKH) and the State Police checked on Friday (29.12) by order of the Special Anti-Corruption Structure (SPAK), the apartment of the former Socialist Minister of Health, Ilir Beqaj, as well as a chain of pharmacies in Tirana. under the suspicion of his clientelistic relationship with this network.

The control of the apartment is part of the investigation of the wealth of the former minister Beqaj and suspicions of connection with the pharmaceutical company "Delta Pharma" to hide it.

SPAK's expectations from this inspection are to obtain data, evidence and documents that may or may not prove the clientelistic cooperation of the former Minister of Health with pharmaceutical networks in Tirana.

The ex-minister Beqaj confirmed the control in his apartment, but denied having financial clientelistic relations with pharmaceutical networks. He also denied that he hid his assets through connections with the pharmaceutical companies "Delta Pharma".

Control of assets – Expansion of investigations

The control of the assets of the former Minister of Health, Ilir Beqaj, a member of the Rama government in its first governing mandate, 2013-2017 and a senior official of the SP, constitutes an expansion of SPAK's investigations against him in relation to suspicions of abuse of office and corrupt favors of the concessionaire company in the contract between it and the Ministry of Health.

Since October of this year, Ilir Beqaj is being investigated for the criminal offense of "misuse of duty in cooperation" related to the concession for the sterilization of surgical instruments.

Together with the investigation by SPAK, GJKKO took the security measure against former minister Beqaj two months ago. This measure obliges him to appear before the judicial police near the BKH and not to go outside Albania without the authorization of the GJKKO.

Criminal complaint by civil society

SPAK prosecutors are investigating the former minister Beqaj for his criminal responsibility in carrying out actions in violation of the law during the concession procedure for the sterilization of instruments for surgical interventions mainly in the University Hospital Center of Tirana, "Mother Teresa" and the hospitals of other public institutions of Albania.

The first criminal complaint for misuse of public funds through corruption in the sterilization concession was made in December 2019 by civil society. The "Thurje" initiative requested the investigation of senior public officials in the Ministry of Health regarding suspicions of abuses of the state budget. On the basis of this criminal complaint, former minister Beqaj was called by SPAK to give his testimony about the concession of sterilization before taking the security measure.

He rejected suspicions of abuse of office and corrupt favors in the sterilization contract of 100 million euros for 10 years with the concessionaire company, "Sani Service".

The entrepreneur of the concession, Ilir Rrapaj, and the former Deputy Minister of Health, Klodian Rrjepaj, were arrested in August of this year under the accusation of SPAK for abuse of office, forgery and fraud with the sterilization concession./DW
