Fiks Fare denounced the procrastination and procrastination of several institutions, Albpetrol, Taxes and Social Security, which, with their actions and inactions, resulted in a 70-year-old man being left without a pension for 3 months.
Mr. Nimet Doka from Kuçova complained to the editorial office of the investigative show, complaining about the state-owned company "Albpetrol". He says that he worked at Albpetrol from 2015 to January 2020. In January 2020, he retired due to old age and has a decision to dismiss him.
He received his pension until November 2024, when this month he was notified by the Social Security in Berat that "you are employed at Albpetrol and are listed as a debtor." The elderly man said that he had spoken with the Social Security Directorate in Berat, where they informed him that "you will return the pension received from February 2020 to November 2024."
He traveled from Kuçova to Patos, to the Albpetrol directorate, where he learned that "the system has not removed him and he appears in the Tax Office insured". Albpetrol gives him a bunch of letters, where Albpetrol itself writes to the Directorate of Large VIP Taxpayers (since Albpetrol is a big business) to remove Nimet from the insurance. But, the tax office responds that in the system Nimet appears with two employment dates in 2015. One on November 24, 2015 and the other on November 25, 2015.
Because of this mistake by Albpetrol when it hired him, Nimet is not removed from the system. "What is my fault, who makes a mistake? I want my pension, I have 1001 problems. With health problems, with a heart. We are two elderly people, I have 3 months without a pension. What can I live on. I was expecting them, now I can't even buy medicine," says Nimet.
According to him, he went from Kuçova to Berat to the Insurance. He did not get a solution and went to Patos, to the Albpetrol headquarters. He again received letters and wandered around Tirana to find the Directorate of Large Taxes. He found it in Yzberisht, but again they told him that "it takes time to be removed from the system". Now they are mocking me, they only have letters and I have nothing to live on.
Together with the elderly man, the Fiks Fare group goes to the Oil Production Center in Kuçovë, under Albpetrol. The finance employee says that "Nimeti left his job in January 2020 and is no longer working". The journalists ask him who receives his salary, as he replies that in the system he is insured, but he is not paid because he has 0 days of work. Fiks asks the employee when and who made the mistake and why it was not removed. He claims that some paperwork was done, but they were done by the Patos Directorate, but again the Taxes have not removed it, so his pension has been stopped.
Journalists call Albpetrol's chief financial officer in Patos, Arta Bashaj. The manager says she knows about the problem, has written dozens of letters to VIP Taxes, but still nothing. She claims that Albeptrol has had correspondence since 2020 and that "the Tax system is not removing it". Fiksi tells her who did it with two hiring dates and how this problem will be solved. After a few minutes, journalists call her again and say that "I spoke to the Taxes and they will try to solve it". Fiksi asks her why all this fuss, since Nimet has no pension and nothing to live on, while she says that even the Insurance can give him a pension because he has 0 days of work. "They found the big thief from the oil company, they caught him ... I don't have bread at home," he adds.
Fiksi learned that, on the day the filming group went to Kuçovë and Berat, the Directorate of Large Taxpayers sent a request for cooperation to the Social Insurance Institute, the central branch and the Directorate in Berat. According to the letter, Albpetrol has presented the tax authorities with a problem for a solution for 4 of its employees, who, although they have retired, the company cannot dismiss them, since in the payroll list these employees are insured, problems that have been created since 2013.
Former employee Nimet Doka has severed financial relations with Albpetrol and is still on its payroll, due to the impossibility of leaving because he is presented with two ESIGs of departure. In the letter, Taxes claim that the problem is being verified, but interference in the system is complex since Albpetrol has many employees and many others have 2 employment dates and 1 departure date!
In the letter, the Taxes cite that the intervention in the system takes time and ask the Social Insurance for understanding not to terminate the pension of Mr. Nimet Doka, avoiding a social conflict with this employee until the situation is resolved. After this letter, Fiksi contacted the Social Insurance again, who said that they also have a system and, if it turns out to be insured, the pension is terminated. Despite the fact that the institutions have filed papers and the 70-year-old has made dozens of trips from Kuçova, to Berat, Patos and Tirana, these offices still take time! But, what should the elderly person live on?
