The Court of Appeal in Tirana has postponed until tomorrow the decision on security measures against officials and former officials arrested for tax evasion by the oil company "Bankers Petroleum".
The decision will be announced tomorrow at 10:00, the suspects' lawyers have just completed their defense and submissions on the appeal for the security measures that were imposed by the Fier court.
We recall that the prosecution has requested the arrest of 10 officials and former officials of "Bankers Petroleum". Former director Leonidha Çobo and current director of the company Hongping Xiao, along with other officials of this company, are accused of tax evasion and money laundering. The hearing was held behind closed doors due to the nature of the case and the request of the parties to maintain confidentiality.
Representatives of the Chinese embassy in Tirana, who were outside the Appeals Court to closely follow the process, were not allowed to attend the hearing. The reason for this is the high sensitivity of the issue. 10 officials and former officials of the company, including the current director of the company, Hongping Xiao, requested the change of the measure of "prison arrest".
Bankers CEO Hongping Xiao and former CEO Leonidha Çobo were arrested on charges of fraud, money laundering and abuse of office, while four people were wanted.
According to the prosecution, Bankers executives are accused of inflating the company's expenses by transferring money to related parties or through dubious contracts, which has led to the company's loss-making and non-payment of profit tax to the state budget. Under current law, oil companies can reach agreements with Albanian authorities to extract oil in private operations, but in this case, the profit tax is at the rate of 50 percent.
