
The President of the Constitutional Court, Holta Zaçaj, during the press conference, spoke, among other things, about the case of the elected mayor of Himara, Fredi Beleri.
Asked if the case has been considered, she stated that the case has arrived at the Constitutional Court, is being prepared, but is not yet ready.
She added that there is no request to speed up the process regarding the security measure.
"On September 28, 2023, the GJK considered and decided to move it to a plenary session. It has not yet entered the process, it is being prepared, the materials are being received. The moment a case is ready and the relator is ready, he asks for the date and decides. We do not have a request for acceleration from the parties involved in the process", said Zaçaj.
On June 14, the Vlora Court issued a decision confirming the mandate of Fredi Beleri as mayor of Himara Municipality. After this decision, the way is opened for the last step, the swearing-in ceremony of mayor Beleri for the new mandate.
According to the local government law, the mayor takes the oath before the municipal council, but the case of Fredi Beleri is special. The oath before the municipal council is a legal obligation and it will be expected how it will be done. If the legal obligation of the oath is not fulfilled within 6 months, then his mandate expires.
Fredi Beleri, the candidate of the "Together We Win" coalition for the municipality of Himara, was arrested on May 12 in his bar, while offering money worth 8 votes in the amount of 40,000 lek. The arrest came after the denunciation to the prosecutor's office by a person who had indicated that he had been offered money in exchange for votes. Also, Beleri, according to the prosecution, promised to include them in schemes for the benefit of Greek citizenship and pension from the Greek state. While through his associates, it is suspected that he paid sums from 50 to 200 euros for a vote in his favor. Despite the investigations launched against him, Fredi Beleri won the Municipality of Himara with 19 more votes, in front of the socialist candidate Jorgo Goro.
