The May 11 elections will be under SPAK's 'loudspeak'. And it's not just about election day, but also the pre-election and post-election period.

And while SPAK has set up working groups and is coordinating with other institutions, including the General Prosecutor's Office and the CEC, while cooperation with every law enforcement agency will be utilized, denunciations that will be made directly to SPAK will also be handled, through an online format.

This will be one of the ways that SPAK will use to collect information, beyond public denunciations that can be made in the media or social networks, or information that can be collected through operational means.

SPAK has activated the online reporting format, where the complainant, after providing their details, makes the report by presenting facts, including videos or photos, but also the names of the persons they are reporting or their functions.

Referring to the SPAK format, it is worth noting that a large part of the actions of the Special Prosecution Office and BKH agents will be on election day, but also during the electoral campaign.

One of the biggest problems in the recent elections was the use of election administration, which has also been highlighted by international organizations that observe elections and analyze electoral standards.

Perhaps for this reason, SPAK, in the criminal offenses it links to electoral crimes, mentions 4 moments related to the use of public functions, abuse of office in relation to legal acts for elections, and abuse of police and military authority.

The 'target' of SPAK will be all state officials, but not only that. Thus, the SPAK format includes all officials from the President to deputy ministers, members of the KLP and KLGJ, members of the Supreme and Constitutional Courts, heads of central or subordinate institutions established by law or the Constitution. Also under scrutiny will be Mayors and any institution subordinate to local government, which can be used during the campaign.

In the SPAK format, the complainant, who can be citizens, organizations, political parties, but also businesses, beyond the data that must be completed, must also provide a summary of his complaint, that is, of what can be considered an electoral crime.

And here perhaps SPAK will activate the 'whistleblowers', a link that if it functions properly, can at least keep the use of the administration in the elections under control. Referring to SPAK's strategy for electoral crimes, specialized investigative teams have been set up, which will be responsible for monitoring activities that could threaten the integrity of the elections.

Prosecutors and specialized officers will be part of the teams that will work closely with other law enforcement agencies and will engage in advanced investigations to crack down on any form of corruption and manipulation of the electoral process.

Another key aspect is the monitoring of suspicious situations in real time. SPAK's strategy will also include wiretapping, especially environmental ones, which will aim to identify individuals and criminal groups that could influence the electoral process, as well as to protect witnesses and whistleblowers.
