Lawyer Arben Llangozi has stated that the mayor of Kuçova, Kreshnik Hajdari, has been referred to SPAK again, due to abuses in the awarding of municipal tenders.
Through a post on the social network "Facebook", Llangozi declares that Hajdari has become a party to organized crime and that he satisfies your financial appetites, giving you corrupt tenders.
The lawyer explains that the report submitted to SPAK is about a tender for 'cleaning the city', which Hajdari gave to the grandson of his predecessor in the municipality.
" Kreshnik Hajdari is undoubtedly the mayor of Kuçovo, who is used by criminal groups. He has become a party to organized crime and satisfies your financial appetites, giving you corrupt tenders which we will explain to you as follows.
Hajdari has awarded a tender to a company that is related to the former mayor of the previous municipality, Selfo Kapllanin. Hajdari gave the cleaning of the city to the son of the brother (nephew) of the former mayor Selfo Kapllani.
The value of this tender reaches approximately 1.5 billion ALL and the contract is for 4 years, the source of financing is from the budget of the Kuçovo Municipality.
According to the municipality of Kuçovo, the application of the multi-year contract guarantees and ensures effectiveness in relation to the speed of the timely delivery of the service, as well as consistency in the quality of the service (proven by the previous contracts concluded by the contracting authority of the Kuçovo Municipality for this service with a term of 4 years).
But who are the owners of this company, "Viola-Green LLC"? "Viola-Green LLC" was established in 2015. Its object is the cleaning and processing of waste.
The company is owned by Fatos Jaup with 33% of the shares, Marsel Shega has 34% of the shares and Sherif Kapllani 33% of the shares. Marsel Shega is the administrator of the company. This company has its offices on "Zhan d'ark" street in Tirana.
Sherif Kapllani is the son of Selfo Kapllani's brother, the latter served as the mayor of Kuçovo until 2019.
In 2018, Selfo Kapllani gave his brother's son the tender for cleaning the city in a corrupt way, in inequality in tenders and in pure conflict of interest.
The next complaint has been filed in "SPAK" against the mayor of Kučovo Kreshnik Hajdari, the previous mayor Mr. Selfo Kapllani who are accused of passive corruption and inequality in tenders ", writes Hajdari.
