Prime Minister Edi Rama countered the teachers' protest for salary increases and investment in scientific research laboratories with the threat of privatizing 12 state universities.
But Babloku made it a reality, with Government Decision no. 741, dated November 23, 2022, starting the project to transfer universities to private hands, as PPP under the guise of allegedly developing them through administration with foundations, which will be selected by the Ministry of Education.
The project of transferring 12 public universities in Tirana, Shkodër, Durrës, Korçë, Vlorë, Elbasan and Gjirokastër to private administration with all the ownership of the buildings is being processed by Bablok's customers and will be sent to Minister Evis Kushi to sign and submit as study of the ministry.
But the "wolves" who will rob public universities, for the large financial income from students and the real estate that these institutions have, have also attacked secondary professional education that has teaching buildings, dormitories, land areas, teaching practice centers and income from students in 11 districts.
In this project, first administration with concession and then privatization, are the following schools:
- In the Districts of Tirana and Elbasan/ Electric School "Gjergj Canco"; Hospitality-Tourism; Construction "Karl Gega"; School of Economics; School of Agriculture-Kamze; School "26 Marsi", School Agribusiness (Golem); School "Mihal Shahini", "Sali Ceka", "Ali Muftiu" of "Hali Berzhesta".
- In Durrës and Shkodër Districts/ Vocational Schools "Beqir Çela", Technological School "Hysen Çela"; "Arben Broci" School, "Kolë Margini" Forestry School; "Kolë Idromeno" School, "Hamdi Bushati" Technological School and "Zija Buliqi" Technical-Veterinary School.
- In Korçë District/ "Demir Progri" and "Enver Qiraxhi" Technical Schools; School of Construction; "Fan Noli" ICT School; "Irakli Terova" Agribusiness School and "Isuf Gjata" School.
- In Vlora and Fier Districts/ "Antoni Athanas" Hospitality-Tourism Technical School; "Independence" Industrial School; Commercial School; Agricultural Mechanical School; "Petro Sota" School and "Rakip Kryeziu" Agricultural School.
- In the districts of Berat, Lezhë, Dibër and Kukës/Professional School "Kristo Isak"; "Myrteza Kepi" School; Police Professional School; "Stiliano Bandilli" School; "Kolin Gjoka" Professional School; Rubik Industrial School; "Nazmi Rushiti" Professional School of "Pope John Paul II" and "Havzi Nela" School.
These 39 vocational secondary schools. are subordinate to the Ministry of Economy-Finance, but this ministry, with the excuse that it can no longer manage them, has proposed to Bablok to switch to private administration in the form of concessions and after 2 years of testing after being privatized,
